Amends the Freedom of Information Act. Provides that records in the possession of any public body created in the course of administrative enforcement proceedings, and any law enforcement or correctional agency for law enforcement purposes, that contain the name, address, or other identifying information or contact information of a person who is under the age of 18 years old and who is a victim of sexual abuse, sexual assault, or sexual violence are exempt from inspection and copying under certain provisions regarding a public body redacting the exempt information.

Reinserts the provisions of the introduced bill with the following changes. Provides that a building inspector who performs inspections or examinations under the provisions may be credentialed through a nationally or state-recognized inspection certification or apprenticeship program approved by the United States Department of Labor in the discipline the inspector is inspecting or examining (rather than through an nationally or state-recognized building certification or apprenticeship program that is equivalent to the International Code Council approved by the United States Department of Labor in the area the building inspector is inspecting or examining). In the Counties Code, provides that a "building inspector" does not include an employee of the Office of the State Fire Marshal acting in the employee's capacity as an employee of the Office of the State Fire Marshal.

Amends the Property Tax Code. Provides that, for taxable year 2026, the maximum reduction for the general homestead exemption shall be $10,000 in all counties. Provides that, for taxable years 2027 and thereafter, the maximum reduction for the general homestead exemption in all counties shall be the maximum reduction for the immediately preceding taxable year, increased by the lesser of (i) 5% or (ii) the percentage increase in the Consumer Price Index during the 12-month period ending on September 30 of the immediately preceding taxable year. Provides that, for assessment years following the next general assessment after the effective date of the amendatory Act, no increase in assessment may exceed 20% per year, subject to certain exceptions. Amends the Tax Increment Allocation Redevelopment Act of the Illinois Municipal Code. Provides that all surplus funds in the special tax allocation fund shall be distributed as soon as possible after they are calculated (rather than distributed annually within 180 days after the close of the municipality's fiscal year). Effective immediately.

Amends the Abused and Neglected Child Reporting Act. In the definition of "abused child", changes the list of persons who may be considered a perpetrator of abuse to include a child's parent, a parent's paramour, or any other person 14 years of age or older who is either responsible for the child's welfare, is an immediate family member, or resides in the same home as the child. Provides that, if the Department of Children and Family Services does not accept an abuse or neglect report for investigation on the sole basis that the alleged perpetrator is another person in the household under the age of 14, then the Department shall consider if there is reasonable cause to suspect that the alleged maltreatment is the result of blatant disregard on the part of an adult or agency who is an eligible perpetrator. Provides that, if so, the Department shall accept a report alleging abuse or neglect identifying the adult or agency as the alleged perpetrator. Permits the Department to also consider whether a child welfare service referral would be appropriate.

Amends the Environmental Protection Act. Provides that no person shall cause or allow the delivery or transfer of any potentially infectious medical waste for transport unless, among other things, the potentially infectious medical waste is accompanied by completed shipping papers that meet the requirements of federal hazardous materials transportation regulations (rather than a potentially infectious medical waste manifest from the Illinois Environmental Protection Agency) if required under the Act for transport of that waste. Provides that, except in specified circumstances, no person shall transport potentially infectious medical waste, unless the transporter carries completed shipping papers for the waste that meet the requirements of the federal hazardous materials transportation regulations (rather than a manifest from the Illinois Environmental Protection Agency). Provides that the potentially infectious medical waste transportation fees are 5 cents (rather than 3 cents) per pound of potentially infectious medical waste. Makes other and conforming changes. Effective July 1, 2026.

Amends the Criminal Code of 2012. Increases, by one class, the penalties for the unlawful possession of nitrous oxide or any substance containing nitrous oxide. Increases, by one class, the penalties for intentionally manufacturing, delivering, or possessing with intent to manufacture or deliver nitrous oxide for any prohibited purpose.
