Amends the Freedom of Information Act. Provides that a law enforcement or correctional agency shall, promptly, either comply with or deny a request for public records within 15 business days (rather than within 5 business days) after its receipt of the request, unless the time for response is properly extended under certain provisions. Allows for an extension for not more than 15 business days from the original due date for the reason that the requested records are records that are partially exempt from disclosure but that require blurring of body camera footage by a law enforcement or correctional agency or other redactions by a law enforcement or correctional agency before making the remaining requested information available for inspection and copying.

Amends the Illinois Municipal Retirement Fund (IMRF) Article of the Illinois Pension Code. Provides that the amendatory Act may be referred to as the Pension Equity Act. Provides that, beginning on January 1, 2027, for all purposes under the Code (including, without limitation, the calculation of benefits and employee contributions), the annual earnings of a Tier 2 sheriff's law enforcement employee shall not include overtime and shall not exceed $145,649.97 (instead of $108,600, as adjusted annually beginning in 2011) plus the lesser of (i) 3% of that amount or (ii) the annual unadjusted percentage increase (instead of one-half the annual unadjusted percentage increase) in the consumer price index-u for the 12 months ending with September 2026. Provides that, beginning on January 1, 2028, that amount shall annually thereafter be increased by the lesser of (i) 3% of that amount, including all previous adjustments, or (ii) the annual unadjusted percentage increase (instead of one-half the annual percentage increase) in the consumer price index-u for the 12 months ending with the September preceding each November 1, including all previous adjustments. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the State Officials and Employees Ethics Act. Provides that the appointing authorities of the Legislative Ethics Commission shall (rather than may) appoint at least one commissioner from the general public. Allows the Legislative Inspector General to issue subpoenas without the advance approval of the Commission. Provides that, within 60 days after the Legislative Ethics Commission's receipt of a summary report and response from the ultimate jurisdictional authority or agency head regarding a potential violation of this Act or potential wrongful acts within the jurisdiction of the Legislative Inspector General, the Legislative Inspector General (rather than the Commission) shall make available to the public the report and response or a redacted version of the report and response. Provides that the Legislative Inspector General (rather than the Commission) may make available to the public any other summary report and response of the ultimate jurisdictional authority or agency head or a redacted version of the report and response without prior approval from the Commission. Provides that the Commission shall adopt no rule requiring the Legislative Inspector General to seek the Commission's advance approval before publishing summary reports. Provides for the redaction of summary reports by the Legislative Inspector General and related requirements. Makes conforming and other changes.

Amends the Illinois Vehicle Code. Provides that if a graduated driver's license holder who is under the age of 18 is convicted of violating State law while operating a motor vehicle with more than one passenger in the vehicle who is under the age of 20, unless any additional passenger or passengers are siblings, step-siblings, children, or stepchildren of the driver, and that results in bodily harm, permanent disability, or death to another, the graduated license shall be suspended for 6 months. Effective immediately.

Reinserts the provisions of the introduced bill, as amended by Senate Amendment No. 2, with the following changes. In a provision concerning the members of the Illinois Psilocybin Advisory Board, provides that if there is a vacancy for any reason, the applicable appointing authority shall appoint an individual to fill the vacancy in a timely manner (rather than appoint an individual to serve as a member in an acting capacity until the individual is approved by the Board as a member of the Board for the remainder of the unexpired term). Provides that the report the Board shall submit to the Governor and the General Assembly shall include an evaluation of (rather than a recommendation on) the medical efficacy of listed psychedelic substances based on medical, psychological, and scientific studies, research, clinical trials in the United States, and other information related to the safety and efficacy of each substance. Removes from the report the necessity to include recommendations concerning whether listed psychedelic substances may be included in an appropriate statutory or regulatory framework to avoid an unregulated de facto market for entheogenic substances other than psilocybin. Provides that the report shall include recommendations on the availability of Medicaid coverage for psilocybin (rather than entheogens) and associated services. Effective immediately.

Amends the School Code. Provides that the school board of each school district shall report for each of the school district's schools specified information regarding learning materials and activities used for student instruction in a prominent location on the school district's website. Requires a school board to provide updated information on the school district's website by January 1 and August 1 of each year and more frequently as the school board deems appropriate. Provides that nothing may be construed to require: (1) the publication of a digital reproduction of learning materials on a school district's website; or (2) a separate listing of the individual components of learning materials produced as a single volume. Allows a school district to: (1) update the report and post the updated report on the school district's website on an ongoing basis during the school year, as long as the updated report is completed by January 1 and August 1; and (2) use a collaborative online document or spreadsheet software that allows multiple authorized users to update or make additions to the report on an ongoing basis, as long as a link to the report is publicly accessible on the school district's website. Requires each school district's report to remain publicly available on the school district's website at least until the next report for the year is completed and made publicly available on the school district's website. Provides that each school district's report shall include a step-by-step process on how a parent or guardian of a student attending a school within the school district can opt-out a child from any learning materials or activities provided by the school if the learning materials or activities conflict with the student's religious beliefs. Effective July 1, 2026.

Reinserts the provisions of the introduced bill with the following changes. Further amends the Illinois Municipal Retirement Fund (IMRF) Article of the Illinois Pension Code. Provides that a participating employee who, regardless of cause, is separated from the service of the participating municipalities and instrumentalities thereof and participating instrumentalities from which the participating employee is seeking to retire (instead of all participating municipalities and instrumentalities thereof and participating instrumentalities) shall be entitled to a retirement annuity if the participating employee meets certain conditions. Provides that a condition of entitlement to a retirement annuity is that the participating employee is not entitled to receive earnings for employment in a position requiring him to be a participating employee as defined in the Article or under a provision concerning the suspension of a retirement annuity during employment (instead of employment in a position requiring him or entitling him to elect to be a participating employee). Adds a condition for entitlement to a retirement annuity that the participating employee has not prearranged to return to the service of the participating municipalities and instrumentalities thereof and participating instrumentalities from which the participating employee retired. In a provision concerning eligibility for separation benefits, adds a condition that the participant must have separated from the service of the participating municipality or instrumentality with which the participating employee last participated in the Fund. Removes language providing that the entitlement to a separation benefit is upon separation from the service of all participating municipalities and instrumentalities thereof and participating instrumentalities.

Amends the Illinois Gambling Act. Changes the definition of "adjusted gross receipts" to mean the total of all cash and cash equivalents received by a licensee minus the total of: (1) all cash and cash equivalents paid out as winnings to wagerers; (2) the actual costs paid by a licensee for anything of value provided to and redeemed by wagerers; (3) voided or cancelled wagers; and (4) the costs of free play or promotional credits provided to and redeemed by the applicable licensee's wagerers.

Amends the Criminal Code of 2012. Provides that a person commits unlawful use of a covered animal (rather than an elephant) in a traveling animal act when he or she knowingly allows for the participation of a covered animal (rather than an African elephant (Loxodonta africana) or Asian elephant (Elephas maximus) protected under the federal Endangered Species Act of 1973) in a traveling animal act. Provides that the provision does not apply to a performance of covered animals (rather than an exhibition of elephants) at a non-mobile, permanent institution, or other fixed facility, if the covered animal is not transported to such location for the purpose of such performance. Provides that unlawful use of a covered animal in a traveling animal act is a Class A misdemeanor. Provides that the provisions are in addition to, and not in lieu of, any other laws protecting animal welfare. Provides that the provision may not be construed to limit any State law or rules protecting the welfare of animals or to prevent a local governing body from adopting and enforcing its own animal welfare laws and regulations. Defines "covered animal" to mean: (1) elephantidae; (2) felidae, but excluding a domestic cat; (3) non-human primate; and (4) ursidae, or any of their hybrids. Contains a severability provision. Effective July 1, 2026.
