Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department shall establish a Child Care Solutions Pilot Program to make grants to child care centers in pilot communities. Creates the Illinois Child Care Solutions Fund for the purpose of funding the Program. Provides that the Illinois Child Care Solutions Fund may receive private donations. Provides that the State shall provide $2 in matching funds from the General Revenue Fund for each $1 in private donations received by the Fund, provided that the total amount of matching funds may not exceed $3,000,000 in any State fiscal year. Amends the Illinois Income Tax Act. Creates an income tax credit in an amount equal to 75% of the amount donated by the taxpayer during the taxable year to the Illinois Child Care Solutions Fund. Effective immediately.

Amends the Industrial Hemp Act and the Cannabis Control Act. Makes changes to conform with changes in federal law. Directs the Department of Agriculture, within 12 months of the effective date of the amendatory Act, to adopt rules consistent with the changes in federal law with respect to hemp and industrial hemp reflected in the federal Continuing Appropriations, Agriculture, Legislative Branch, Military Construction and Veterans Affairs, and Extensions Act, 2026. Effective immediately.

Amends the Public Utilities Act. Requires the Commission on Government Forecasting and Accountability to publish a report that contains a list of any charges, either required or permitted by law or approved by the Illinois Commerce Commission, that are charged by an electric utility on a residential customer's monthly utility bill, other than delivery or supply charges. Provides that the Commission on Government Forecasting and Accountability shall deliver the report to the Illinois Commerce Commission, President of the Senate, Minority Leader of the Senate, Speaker of the House of Representatives, and Minority Leader of the House of Representatives no later than 12 months after the effective date of the amendatory Act. Requires the Illinois Commerce Commission to maintain a website with a link to the completed report.

Provides that the Department of Healthcare and Family Services shall not require recipients of medical assistance who are also former foster care youth, veterans, or people experiencing homelessness to work a minimum amount of hours in order to maintain eligibility for medical assistance. Amends the Administration Article of the Illinois Public Aid Code. Provides that the Department of Human Services shall not require recipients of Supplemental Nutrition Assistance Program (SNAP) benefits who are also former foster care youth, veterans, or people experiencing homelessness to work a minimum amount of hours in order to maintain eligibility for SNAP benefits.

Amends the Illinois Domestic Violence Act of 1986. Deletes the requirement that the law enforcement officer must use the Adolescent Domestic Battery Typology Tool in the investigation of a juvenile who has alleged abused a family or household member in deciding whether to divert the juvenile or assist the juvenile and the juvenile's family in finding alternative placement. Deletes the requirement that if the law enforcement officer does not make an arrest under the Act, the officer must forward the report of the incident to the State's Attorney's office for review.

Reinserts the provisions of the bill with the following changes. Defines "allied legal staff" to mean a person or persons who are not licensed as attorneys who access attorney-client and work-product privileged information in their work to include, but not be limited to, paralegals and legal assistants. Provides that any attorney or law firm that is party to an agreement with a management services organization must disclose in its attorney-client contracts that the attorney or law firm is party to such an agreement and the terms of the agreement. Provides that the provisions of the Act apply to all Illinois attorneys and law firms that represent clients in whole or in part on a contingent fee basis. Prohibits an entity owned, operated, or controlled in whole or in part by persons not licensed as attorneys, including management services organizations, that is involved with a law firm or lawyer's practice may not charge any fee to the attorney or law firm that is directly or indirectly based on the attorney's fees, revenues, or profits of the attorney or law firm. Provides that this prohibition does not apply to the repayment of a loan or extension of credit that the attorney or law firm is obligated to repay if the amount of the borrower's obligation is not contingent upon or calculated on the basis of the borrower's attorney's fees, revenues, profits, or other financial performance. Effective immediately.

Amends the State Comptroller Act. Provides that the State Comptroller shall have the powers and duties provided in the Crematory Regulation Act. Provides that the State Comptroller shall have the power to appoint investigators to conduct investigations, searches, seizures, arrests, and other duties required to enforce the provisions of the Crematory Regulation Act on behalf of the Comptroller and to ensure the health, safety, and welfare of the State. Provides that the Comptroller's investigators shall be peace officers and shall have all the powers possessed by police officers in cities and by sheriffs. Provides that Comptroller investigators may exercise these powers throughout the State whenever enforcing the provisions of the Crematory Regulation Act, subject to the rules and orders of the Comptroller. Provides that no Comptroller investigator may have peace officer status or may exercise police powers unless (1) the investigator successfully completes the basic police training course mandated and approved by the Illinois Law Enforcement Training Standards Board or (2) the Illinois Law Enforcement Training Standards Board waives the training requirement by reason of the investigator's prior law enforcement experience, training, or both. The Director responsible for crematory oversight and regulation under the Comptroller must authorize to each investigator of the Comptroller and to any other employee of the agency exercising the powers of a peace officer a distinct badge that, on its face (1) clearly states that the badge is authorized by the Comptroller and (2) contains a unique identifying number.

Provides that "sex offense" includes a violation or attempted violation of: (1) involuntary servitude, provided the offense was for commercial sexual activity, a sexually explicit performance, or other sexual services; (2) involuntary sexual servitude of a minor; or (3) trafficking in persons, provided the offense was for commercial sexual activity, a sexually explicit performance, or other sexual services.

Amends the Department of Human Services Act. Provides that, if a municipality with a population of 500,000 or more that receives grant funding from the Department of Human Services for emergency and transitional housing fails to achieve compliance with federal and State disability discrimination laws by July 1, 2027, the Department of Human Services shall require 30% of funds allocated for emergency and transitional housing to go toward improving accessibility and achieving compliance with federal and State disability discrimination laws.

Amends the Medical Assistance Article of the Illinois Public Aid Code. In provisions concerning the Medicaid Access Adjustment payments to nursing facilities, provides that for dates of service beginning January 1, 2027, the Medicaid Access Adjustment shall be increased by $5.75 to $10.50 per diem. Provides that beginning January 1, 2027, facilities located outside of Rate Areas 6, 7, and 8 shall have the Medicaid percent of occupied bed days to be at least 60% of all occupied bed days adjusted quarterly to qualify for the Medicaid Access Adjustment. Provides that the remaining facilities shall have their threshold remain at 70%.

Effective immediately.

Amends the Illinois Police Training Act. Provides that the Illinois Law Enforcement Training Standards Board and the Department of Public Health shall jointly develop and establish a program of certification of tactical medical providers for the purpose of aiding special law enforcement teams involved in search and rescues, civil disturbances, bomb threat responses, tactical or special operations team deployments, hostage negotiations, hazardous material responses, executive and dignitary protection, counterterrorism, or other similar functions, as assigned and directed by a law enforcement agency that is recognized by the Board. Includes program requirements. Amends the Counties Code and the Illinois Municipal Code. Provides that chiefs of police and sheriffs may employ tactical medical providers and provide tactical medical provider support to first responders. Amends the Emergency Medical Services (EMS) Systems Act to make conforming changes.
