Amends the Juvenile Court Act of 1987. Provides that an oral, written, or sign language statement of a minor made without the presence of counsel throughout a custodial interrogation is inadmissible as evidence against the minor in any proceeding under the Act if imposition of an adult criminal sentence is a possibility, including a sentence under an extended jurisdiction juvenile prosecution and proceeding, or in any proceeding under the Criminal Code of 2012.

Amends the Article of the School Code concerning the Chicago school district. Removes the prohibition on student members of a local school council being counted for purposes of determining whether a quorum is present to act and having a vote on the following measures: (i) the evaluation of a principal; (ii) the renewal of a principal's performance contract or the inclusion of any provision or modification of the contract; (iii) the direct selection by the local school council of a new principal to serve under a 4-year performance contract; or (iv) the determination of the names of candidates to be submitted to the general superintendent for the position of principal. Requires 8 affirmative votes of the local school council at attendance centers enrolling students through grade 8 and 9 affirmative votes of the local school council at secondary attendance centers (rather than 7) for the direct selection by the local school council of a new principal. Provides that student members of a local school council shall count toward a quorum on all measures brought before the local school council. Removes the prohibition on student members of a local school council being eligible to vote on personnel matters and the allocation of teaching and staff resources.

Amends the Wildlife Code. Allows nonresidents who are immediate family members of landowners and who qualify for special deer, turkey, and combination hunting licenses under the Act to obtain deer, turkey, and combination permits for the regular resident permit fee for hunting on that property after providing acceptable verification to the Department of Natural Resources. Defines "immediate family member".

Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that, notwithstanding any other provision of law, beginning in levy year 2026, if a specified taxing district provided a property tax abatement under a specified provision of the Energy Community Reinvestment Act in any levy year occurring before the current levy year and if the taxing district was subject to the Property Tax Extension Limitation Law in the levy year of the abatement, then the district's aggregate extension base for each subsequent levy year after the levy year of the abatement but not earlier than levy year 2026 shall be calculated as through the district's aggregate extension for the levy year in which the abatement was granted included the amount of the abatement. Effective immediately.

Amends the Board of Higher Education Act. Subject to appropriation, requires the Board of Higher Education to create a school counselor stipend program. Provides that an educator preparation program shall notify the Board of all eligible students and eligible cooperating school counselors who qualify for the stipend program. Sets forth requirements for the disbursement of stipend funds under the program. Provides that an educator preparation program may not prohibit an eligible student from participating in the stipend program or from receiving a stipend from the stipend program. Requires an eligible cooperating school counselor who receives a stipend to complete specific training. Requires the Board to issue a report, in collaboration with the State Board of Education, evaluating the impact of the stipend program. Permits the Board to adopt emergency rules regarding the administration of the stipend program in certain circumstances. Amends the Illinois Administrative Procedure Act to make corresponding changes. Effective immediately.

Amends the Illinois Municipal Code. Provides that the following information for a customer premises shall not be deemed customer-specific information for the purpose of a request for information from a municipality conducting an audit of a public utility: (i) the premises address and zip code; (ii) the classification of the premises as designated by the public utility, such as residential, commercial, or industrial; (iii) monthly usage information sufficient to calculate taxes due, in therms, kilowatts, minutes, or other such other unit of measurement used to calculate the taxes; (iv) the taxes actually assessed, collected, and remitted to the municipality; (v) the first date of service for the premises, if that date occurred within the period being audited; and (vi) any tax exemption claimed for the premises and any additional information that supports a specific tax exemption, if the municipality requests that information, including the customer name and other relevant data. Provides that a municipality may request certain customer-specific information from a utility for the purpose of conducting an audit of the utility's taxes and the enforcement of any related tax claim.

Amends the Children and Family Services Act. Removes all references and provisions requiring the Department of Children and Family Services to develop Error Reduction Implementation Plans. Instead requires the Department to develop Strengthening Best Practices Plans, as necessary, informed by principles of safety science, for the purpose of reducing child fatalities and serious harm. Provides that these plans shall (i) be guided by patterns, findings, and recommendations, as identified in the DCFS Office of the Inspector General (OIG) death or serious injury investigations and Child Death Review Teams recommendations; and (ii) address the systemic and organizational conditions that contribute to child fatalities and serious harm. Requires the Inspector General to submit proposed Strengthening Best Practices Plans to the Department's Director for review. Requires the plans to include compliance provisions, which specify methods for implementing, monitoring, and evaluating recommendations. Requires the OIG, in collaboration with the Department, to implement training and reform protocols through incubating change in each region, Department office, or Child Welfare Contributing Agency, as required. Requires the OIG to develop and submit new Strengthening Best Practices Plans, as necessary, and to work with staff designated by the Department to deliver training curriculum in order to implement each Strengthening Best Practices Plan. Provides that the OIG shall include a review of the implementation and evaluation of the plans from the previous fiscal year, as necessary, in the OIG Annual Report provided to the General Assembly and Governor.

Amends the School Code. In a provision related to student discipline policies and the establishment of a parent-teacher advisory committee, defines "parent-teacher advisory committee" and requires teachers to be selected for a parent-teacher advisory committee in cooperation with the school district's teachers or, if applicable, the exclusive bargaining representative of the district's teachers. In a provision regarding the suspension or expulsion of a student, provides that gross disobedience or misconduct shall be defined by school board policy, in collaboration with the school district's parent-teacher advisory committee.

Amends the Illinois Estate and Generation-Skipping Transfer Tax Act. Makes changes concerning the taxes due under the Act on estates that contain qualified farm property. Provides that, for the purposes of calculating the State Death Tax Credit, those estates are subject to an exemption of $6,000,000 (rather than an exclusion amount of $4,000,000), which shall be deducted from the net estate value after the net estate value is computed in accordance with the Act. Provides that the exemption shall be adjusted each year according to the increase in the Consumer Price Index. Makes changes concerning the calculation of the deceased spousal unused exclusion amount for those estates. Provides for a special use valuation to provide that the value of the qualified farm property shall be calculated without regard to certain limitations under the Internal Revenue Code. Makes changes concerning the definition of "qualified heir". Effective January 1, 2027.

Creates the Operating Room Patient Safety Act. Provides that each surgical technologist hired or contracted by a health care facility on or after January 1, 2028 shall meet specified educational, certification, or experiential requirements. Provides that health care facilities located in a Health Professional Shortage Area or Medically Underserved Area, as determined by the federal government, shall be exempt as provided but shall have a hiring preference for surgical technologists who graduated from nationally accredited surgical technology programs and are certified through the National Board of Surgical Technology and Surgical Assisting or the National Center for Competency Testing. Provides that nothing in the Act prohibits a person licensed in the State under any other Act from engaging in the practice for which the person is licensed, including, but not limited to, a physician licensed to practice medicine in all its branches, a physician assistant, an advanced practice registered nurse, or a nurse performing surgery-related tasks within the scope of the nurse's license or registration; or a student or intern from performing surgical technology services under direct supervision, as defined in the Registered Surgical Assistant and Registered Surgical Technologist Title Protection Act.

Amends the Code of Civil Procedure. Provides that any indebtedness of any kind that is secured by a mortgage or deed of trust in the nature of a mortgage has a 10-year period to commence an action. Amends the Probate Act of 1975. Provides that in any proceeding to sell or mortgage real estate, if the secured creditors cannot be satisfied in full, then the court shall not direct the sale without the secured creditors' approval to accept partial satisfaction; and if the secured creditors cannot be satisfied in full, a sale of the property is not considered necessary for the proper administration of the estate. Effective immediately.
