Amends the Code of Criminal Procedure of 1963. Provides that when a defendant released pretrial is charged with a felony or Class A misdemeanor that is alleged to have occurred during the defendant's pretrial release, the State may seek revocation of the defendant's pretrial release. Deletes provision that only permits revocation of the defendant's pretrial release if the defendant has previously been granted pretrial release for a felony or Class A misdemeanor rather than any offense and the defendant is charged with a felony or Class A misdemeanor that is alleged to have occurred during the defendant's pretrial release.

Amends the Wildlife Code. Provides that a person shall not organize, sponsor, promote, conduct, or participate in any contest, organized competition, tournament, or derby that has as its objective the taking of a fur-bearing mammal for cash, prizes, or other inducement. Provides an exception for field trials, certain wildlife damage control activities, and certain lawful hunting or trapping activities. Establishes penalties for violations.

Reinserts the provisions of the introduced bill, as amended by Senate Amendment No. 1, with the following changes. Creates the Service Appointment Fairness Act. Inserts the amendatory provisions as the provisions of the new Act. Provides that a violation of specified provisions constitutes an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Provides that all remedies, penalties, and authority granted to the Attorney General or the State's Attorney by the Consumer Fraud and Deceptive Business Practices Act shall be available to the Attorney General or the State's Attorney for the enforcement of the provisions. Provides that any person who suffers actual damage as a result of a violation of the Act may bring an action under the Consumer Fraud and Deceptive Business Practices Act. Amends the Consumer Fraud and Deceptive Business Practices Act to make a conforming change.

Amends the Department of Healthcare and Family Services Law. Requires the Department of Healthcare and Family Services to conduct a statewide one-year pilot program that studies the prevalence of cholestatic liver disorders associated with increased risk of end-stage liver disease among women ages 35 through 64 who are recipients of medical assistance. Requires the Department to collect the following information on study participants: (1) key demographics such as age, genetic predispositions, pre-existing conditions, and lifestyle factors that elevate the risk of developing cholestatic liver disorders; (2) the number or percentage of study participants who, despite being identified as high-risk, do not follow through with referrals or treatment recommendations; (3) the number of study participants who avoid referral and follow-up care or engage in treatment avoidance; and (4) any other relevant information or issues identified by the Department. Requires the Department to compile a report on its findings at the end of the one-year study and include (i) recommendations on how to increase awareness of cholestatic liver disorders through screenings, genetic testing, and collaboration with patient advocacy groups to raise public awareness and (ii) an analysis of strategies and funding to increase screening and genetic testing for cholestatic liver disorders. Provides that the Department shall submit the report to the General Assembly no later than December 31, 2028. Effective immediately.

Amends the Know Before You Owe Private Education Loan Act. Provides that the annual report to the Department of Financial and Professional Regulation and the Student Loan Ombudsman shall include the total number and dollar amount (instead of the volume) of private education loans made annually by a private educational lender, the total number and dollar amount (instead of the volume) of private education loans made annually at institutions of higher education, the total number and dollar amount of private education loans made annually with a cosigner, and the default rate for the private education loans reported by the private educational lender pursuant to specified provisions for the previous reporting period. Effective immediately.

Creates the Artificial Intelligence Public Safety and Child Protection Transparency Act. Provides that a frontier artificial intelligence model developer or large chatbot provider shall write, implement, comply with, and clearly and conspicuously publish on its website a public safety and child protection plan. Provides that the Attorney General shall establish a mechanism to be used by a large frontier developer, a large chatbot provider, or a member of the public to report a safety incident related to specified artificial intelligence models or chatbots. Sets forth provisions concerning the protection of whistleblowers; third party audits of large frontier developers; and civil penalties. Provides for rulemaking by the Attorney General. Effective January 1, 2027.

Amends the Illinois Income Tax Act. Provides that a taxpayer that incurs qualified infrastructure costs in connection with the sale at a qualified retail motor fuel facility in the State of biodiesel, higher blends of ethanol fuel, and renewable diesel is allowed an income tax credit in an amount equal to 30% of those qualified infrastructure costs. Provides that the credit may not exceed $200,000 per qualified facility and $1,000,000 per taxpayer per taxable year. Effective immediately.

Amends the Water Use Act of 1983. Provides that the findings concerning a proposed point of withdrawal's effects upon other users of water shall be published on a publicly available website. Provides that each District within any county in Illinois with a population in excess of 10,000 (rather than each district within any county in Illinois with a population in excess of 100,000 through which the Mackinaw River flows) is authorized to recommend to the Department of Agriculture restrictions on groundwater withdrawals. Provides that, if an onsite investigation discloses (1) that the point of withdrawal fails to furnish its normal supply of water, (2) that the failure is caused by a substantial lowering of the level of groundwater in the area, and (3) that the point of withdrawal and its equipment conform to the recommended guidelines of the District issued under subsection (b), the District shall (rather than may) recommend to the Department of Agriculture that the Department restrict the quantity of water that a person may extract from any high-capacity well within the District's boundaries. Provides that the restrictions may be lifted or modified as soon as justified by changed conditions (rather than shall be lifted as soon as justified by changed conditions). Provides that when a District determines that restriction of the withdrawal of water at a particular point within the District is necessary to preserve an adequate water supply for all residents in the District, the District shall (rather than may) recommend to the Department of Agriculture that the Department restrict the quantity of water that may be extracted from any point of withdrawal within the District which is a high-capacity well. Provides that, if the Department disagrees with the District's recommendation, the Department shall (rather than may) propose an alternate recommendation.

Amends the Administration Article of the Illinois Public Aid Code. Provides that the Department of Human Services and the Department of Healthcare and Family Services, whichever is applicable, shall not consider veterans' disability benefits as countable income when determining an individual's eligibility for medical assistance, child care assistance, and Supplemental Nutrition Assistance Program benefits. Requires the Departments to apply for any federal waivers or approvals necessary to implement this income exemption.

Amends the Illinois Pension Code. With respect to the 5 State-funded Retirement Systems: requires each System to prepare and implement a defined contribution plan by July 1, 2028 that aggregates State and employee contributions in individual participant accounts that are used for payouts after retirement. Provides that a Tier 1 or Tier 2 participant may elect to participate in the defined contribution plan instead of the defined benefit plan and may also elect to terminate all participation in the defined benefit plan and to have a specified amount credited to his or her account under the defined contribution plan. Provides that, if a person who made the election to participate in the defined contribution plan terminates service and thereafter returns to service, he or she may either elect to participate in the defined contribution plan with regard to that service or not elect to participate in the defined contribution plan with regard to that service. Provides that an employee may elect not to participate in the System by notifying the System in writing in a manner specified by the System. Provides that any benefit increase that results from the amendatory Act is excluded from the definition of "new benefit increase". In the State Employees, State Universities, and Downstate Teachers Articles, provides that a person who first becomes an employee after the effective date of the amendatory Act is not required to participate in the System as a condition of employment. Makes conforming and other changes. Makes related changes in the State Employees Group Insurance Act of 1971. Effective immediately.

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that a person shall not use artificial intelligence while engaging in trade and commerce to communicate with a consumer in a manner that may mislead or deceive a reasonable consumer into believing that the consumer is engaging with a human, unless the consumer is notified in a clear and conspicuous manner that the consumer is not engaging with a human. Provides that a person shall not use artificial intelligence to sell or offer to sell goods or services unless the consumer is notified in a clear and conspicuous manner that artificial intelligence is being used to sell or offer to sell goods or services and the consumer is given an option to request more information regarding the specific use of the artificial intelligence. Provides that a business entity that uses artificial intelligence while engaging in trade and commerce to communicate with a consumer shall give the consumer the option to communicate with a human during the business entity's ordinary business hours. Provides that a violation of the provisions constitutes an unlawful practice within the meaning of the Act.
