Provides exemption from public records requirements for certain e-mail addresses collected by DHSMV; provides for retroactive application; provides for future legislative review & repeal; provides statement of public necessity.

Requires licensing rather than registration of, & fuel tax decals rather than identifying devices for, motor carriers; requires copy of license to be carried in each qualified motor vehicle or made available electronically; specifies how fuel tax decals are to be displayed on qualified motor vehicles; requires DHSMV or its authorized agent to issue licenses & fuel tax decals; requires fuel tax decal renewal orders to be submitted electronically beginning on specified date; revises required contents of temporary fuel-use permits; revises reporting periods & due dates for motor fuel use tax returns; requires such tax returns to be submitted electronically beginning on specified date; revises requirements for calculation of interest due for delinquent tax; provides penalties for any person who counterfeits, alters, manufactures, or sells fuel tax licenses, fuel tax decals, or temporary fuel-use permits except under certain circumstances; requires motor carriers to destroy fuel tax decals under certain circumstances & notify DHSMV; revises apparent amount of property damage that requires driver of vehicle involved in crash to notify law enforcement of crash; provides exemption from certain vehicle registration requirements for certain active duty military members; requires applicants to provide proof of address; revises requirements for documenting applicant's address & proof of legal presence; revises prohibition on obscuring license plate; provides that use of license plate frame or decorative border device is not prohibited under specified conditions; authorizes DHSMV to use e-mail as method of notification; requires e-mail address to be included on ID card application & request for replacement driver license or instruction permit, respectively; authorizes orders of cancellation, suspension, revocation, or disqualification to be provided by e-mail notification.

Authorizing the Agency for Health Care Administration to pay for specified community health worker services as an optional Medicaid service, subject to certain coverage requirements; defining the term "community health worker"; adding community health worker services to the list of Medicaid services authorized for reimbursement on a fee-for-service basis, etc.

Authorizes Duval County School Board to employ general counsel, who shall be independent of office of general counsel of City of Jacksonville; provides that certain legal services continue to be provided through office of general counsel of city.

Requires FDLE to establish & administer Statewide Counterintelligence & Counterterrorism Unit for specified purposes; provides requirements for establishing, administering, & funding such unit.

Creating the "Florida Strategic Cryptocurrency Reserve Act"; authorizing the Chief Financial Officer to take certain actions in administering and managing the Florida Strategic Cryptocurrency Reserve; authorizing payment of the reasonable cost of administering and managing the reserve from a specified source; authorizing the Chief Financial Officer to purchase cryptocurrency for the reserve only if a specified condition is met; creating the Florida Strategic Cryptocurrency Reserve Advisory Committee for a specified purpose, etc.

Increasing the number of supply limits of marijuana which a qualified physician may issue in a single physician certification for the medical use of marijuana; revising the frequency with which qualified physicians must evaluate existing qualified patients for a physician certification for the medical use of marijuana; providing that the fee associated with identification cards for certain veterans of the United States Armed Forces may not exceed a specified amount, etc.

Proposes State Constitutional Amendment to move the seat of state government; revise the size and procedures of the Legislature; create new procedures for redistricting, vacancies and appointments are; revise the amendment process, create new cabinet positions, reorganize duties of the cabinet, allow recall elections, allow counties to become charter counties; and create a number of elected boards to provide oversight of the Governor, taxation, public utilities, and state universities.

Requiring the Department of Children and Families to require only a level 2 background screening for certain individuals under certain circumstances; prohibiting the department from requiring certain existing licensed service providers to admit individuals for services during the probationary licensing period if certain requirements and conditions are met, etc.

Defining the terms "central service technician" and "health care practitioner"; requiring that licensed hospitals and ambulatory surgical centers employ or otherwise retain the services of a central service technician only if he or she meets specified criteria; requiring central service technicians to complete a specified number of continuing education hours annually as a condition of continued employment, etc.

Requiring that evaluation criteria for certified school counselors be based on specified standards; providing that persons seeking employment as school counselors are exempt from specified educator certification requirements, etc.

Creating the Florida Cryptocurrency Reserve, a trust fund, within the office of the Chief Financial Officer; providing for the source of funds and the purpose of the reserve; providing for future review and termination or re-creation of the reserve, etc.

Prohibiting local governments and special districts from applying for a permit to establish or maintain a public mooring field under certain circumstances; requiring, rather than authorizing, the Department of Health to adopt and enforce certain rules; requiring counties, municipalities, special districts, and, if applicable, the state to close certain beach waters and public bathing places, etc.

Revising requirements for certain written disposition agreements required between a commissioning couple and a treating physician; prohibiting health care providers from performing in vitro fertilization without first obtaining informed consent from the commissioning couple; prohibiting health care providers from discarding embryos for nonpayment unless certain conditions are met; requiring health care providers to provide informed consent in the patients' primary language or with a qualified interpreter, etc.

Requires supervisor of elections to verify applicant's citizenship status & refer certain matters to Office of Election Crimes & Security; provides certain action is considered written request from voter to have his or her name removed from statewide voter registration system; revises identifications accepted at polling places; requires that certain electors show Florida ID card upon entering polling place; provides that certain noncitizens may vote provisional ballot; requires supervisor of elections to verify certain information upon receiving request for vote-by-mail ballot; requires certain licenses & ID cards to denote certain persons as noncitizens.
