Provides for petitions for involuntary admission to residential services of persons with neurocognitive disorders; provides that forensic clients with neurocognitive disorder have certain rights; authorizes appointment of certain clinical social workers or mental health counselors as experts to evaluate defendants for mental competence to proceed; limits such appointment to evaluations of mental competence to proceed; defines "neurocognitive disorder"; provides for appointment of experts to evaluate mental condition of defendants whose suspected mental condition is neurocognitive disorder; provides for determination of whether defendant whose suspected mental condition is neurocognitive disorder is mentally competent to proceed; provides for training of such defendant in certain circumstances; provides for involuntary commitment of certain defendants determined to be incompetent to proceed due to neurocognitive disorder; provides for retention of jurisdiction over certain defendants found incompetent to proceed & ordered into forensic facility for defendants who have intellectual disabilities, autism, or neurocognitive disorders; provides for dismissal of charges without prejudice when defendant is found incompetent to proceed due to neurocognitive disorder; provides for conditional release, in certain circumstances, of defendant who is incompetent to proceed due to neurocognitive disorder; requires certain juvenile delinquency procedures for children who are incompetent to proceed because of neurocognitive disorder.

Expands definition of term "governmental agency"; revises definition of term "publicly accessible website"; requires that certain legal notices be continuously published for specified timeframe when notices are for specified purpose & provided under certain circumstance; authorizes certain counties or specified municipalities, school boards, clerks of circuit court, & tax collectors to use publicly accessible website to publish certain advertisements & legal notices under specified conditions; revises definition of term "special district"; requires that certain public bid advertisements on publicly accessible website be provided & accessible to general public without charge.

Increasing the combined total amount of tax credits which may be granted to business enterprises under the research and development tax credit, etc.

Citing this act as the "Northeast Florida Rivers, Springs, and Community Investment Act"; requiring the Department of Environmental Protection, by a specified date, to hire a project lead to oversee the implementation of the act; requiring the department to develop, by a specified date, a project plan for the restoration of the Ocklawaha River; providing that the project plan is an environmental restoration or enhancement project subject to a general permit from the department and water management districts; providing for the creation of the Northeast Florida River and Springs Recreation and Economic Development Advisory Council by a specified date, etc.

Prohibits person from possessing open cannabis container while operating or passenger in or on motor vehicle or while seated in or on motor vehicle that is parked or stopped within road; specifies circumstances in which open cannabis container is considered to be in person's possession; provides penalties; requires DHSMV to report certain violations to DOH & requires DOH to maintain records of such violations; authorizes local government to adopt certain ordinances; requires DOH to suspend or revoke registration of qualified patients & caregivers under specified circumstances.

Requiring the Department of Agriculture and Consumer Services, subject to the appropriation of funds by the Legislature, to establish and operate a program to provide universal free school breakfast and lunch meals to all public school students; deleting provisions requiring school districts to implement and charge students for a breakfast program; authorizing school districts to operate free school meal programs using offsite food preparation locations, etc.

Proposing the creation of a section of the State Constitution to provide protection from discrimination for student and school personnel religious expression in public schools, etc.

Requiring the Governor to designate a transition liaison within the Executive Office of the Governor within a specified timeframe; requiring the head of each state agency to designate an agency transition liaison within a specified timeframe; requiring the Department of Management Services and each state agency to provide certain temporary office facilities to certain persons during the transition period; requiring that the Governor-elect and his or her staff be granted access to all state agency records upon request, etc.

Prohibits agency from entering into nondisclosure agreement or other contract that restricts agency from disclosing certain information to public; specifies that local governments maintain authority to exercise power & responsibility over comprehensive planning & land development regulations related to large load customers; prohibits large load customer from being considered electric substation; requires applicants for construction permits for certain new data center in specified areas to demonstrate that operation of data center will comply with certain provisions & submit specified study in support of such application; requires PSC to develop minimum tariff & service requirements for large load customers; prohibits governing board of water management district or DEP from issuing permit for consumptive use of water to large-scale data center; requires governing board or DEP to require use of reclaimed water for large-scale data center applicant's allocation when certain requirements are met.

Providing that the Department of Management Services is responsible for the aesthetics of the Capitol Center for visitors; requiring the department, in consultation with the Capitol Police, to establish enhanced security measures in certain parking areas; requiring the Capitol Police to ensure that the Capitol Complex is safe for specified persons, etc.

Revising the definition of the term "infrastructure" to include body cameras in circumstances, etc.

Defining the term "cash"; authorizing dealers to round to the nearest nickel in certain circumstances; providing that rounding to the nearest nickel is not a deceptive and unfair trade practice in certain circumstances; requiring that certain cash payments be made in the full amount due or rounded in a specified manner in certain circumstances, etc.

Providing for an appropriation to compensate Mr. Hurley for injuries sustained as a result of the negligence of the Orange County Sheriff's Office; providing a limitation on the payment of compensation and attorney fees, etc.

Revises requirements for approval & certification as approved limited surety agent & professional bail bond agent prelicensing school; authorizes bail bond agents & agencies to accept certain fees or charges; prohibits virtual offices; revises provisions relating to pretrial release and detention; revises criteria court must consider in making specified determinations; revises duties and responsibilities of clerk of court relating to bonds and forfeiture of bonds; removes and revises certain provisions relating to sureties and ownership of property, justification of suretyship, provision of information, access to jails, and liability; revises provisions relating to deposit of bail money; revises provisions relating to bond forfeiture and discharge of forfeiture; requires sheriff to enter defendant's information in National Crime Information Center database for each felony warrant for failure to appear; revises provisions relating to remission of forfeiture; revises provisions relating to bond cancellation; specifies limits on effect of original appearance bond; specifies that the clerk of court does not have standing to object to reinstatement of bond; removes provisions relating to guaranteed arrest bond certificates as cash bail; authorizes pretrial detention of certain defendants arrested for certain dangerous crimes.

Citing this act as the "Bridging Systems to Housing Act"; encouraging certain facilities and institutions, in collaboration with a continuum of care lead agency, to develop and implement certain procedures for when persons are discharged from certain facilities or institutions; requiring the Department of Children and Families to conduct a pilot program in specified counties; defining the term "client-level data"; requiring the sharing of client-level data to comply with specified state and federal laws and regulations, etc.
