Creating the Neurofibromatosis Disease Grant Program within the Department of Health; providing the purpose of the program; allowing certain grant proposals to receive preference in the awarding of grants; requiring the department to award grants after consulting with the Rare Disease Advisory Council; prohibiting members of the council or peer review panels from participating in discussions or decisions if there are certain conflicts of interest, etc.

Provides exemption from non-ad valorem assessments for churches & specified religious institutions otherwise exempt from ad valorem taxes; provides calculation methods for non-ad valorem assessments; revises non-ad valorem assessments for residential properties & for industrial properties exceeding 40,000 square feet.

Requiring the Department of Health, in collaboration with school districts throughout this state, to develop informational materials for the detection of developmental delays and autism spectrum disorder for parents and guardians of certain students; requiring early learning coalitions to notify parents and guardians of the availability of such informational materials, etc.

Requiring the imposition of specified civil penalties and periods of driver license suspension on a person found at a mandatory hearing to have committed certain traffic infractions that resulted in a crash with another vehicle, in addition to any other penalties; requiring persons cited for specified infractions that result in a crash with another vehicle to appear at a certain mandatory hearing; requiring certain owners and operators of motor vehicles to establish and maintain the ability to respond in damages for liability on account of certain accidents, etc.

Authorizes DHSMV to enter into interagency agreements with tax collectors for specified purpose; specifies that such interagency agreement is delegation of authority of department to tax collector; provides that such interagency agreement may include, but need not be limited to, certain grants of authority.

Removes provisions relating to voluntary trial resolution; authorizes parties to civil cases, family law cases, or probate cases to agree to or stipulate appointment of voluntary trial resolution judge; requires parties to promptly serve copy of joint motion & form on presiding judge; requires presiding judge to enter specified order within certain time period; requires appointed voluntary trial resolution judge to take & subscribe to specified oath; provides exception; requires voluntary trial resolution judge to adjudicate case until final determination of case; requires case to be returned to presiding judge; requires immediate disclosure by voluntary trial resolution judge to parties of circumstances requiring disqualification; authorizes waiver of disqualification; provides for compensation of voluntary trial resolution judge; requires presiding judge to retain jurisdiction for specified purpose; requires clerk of court to treat cases referred to voluntary trial resolution in specified manner; requires chief judge or his or her designee to make available public facilities & personnel in proceedings assigned to voluntary trial resolution judge in specified manner; requires chief judge & clerk to coordinate provision of jurors with voluntary trial resolution judge for certain actions; authorizes parties to agree to use certain facilities for other specified matters; specifies that parties are responsible for certain costs; provides scope of judicial functions of voluntary trial resolution judge; requires presiding judge to maintain jurisdiction to perform certain judicial functions; requires voluntary trial resolution judge to conduct proceedings under specified rules of court; requires voluntary trial resolution proceedings to be noticed & open to public.

Requires units of local government to accept certain forms of payments; requires such local governments accept payments online.

Provides that DMS is responsible for aesthetics of Capitol Center for visitors; requires DMS to consider certain factors when developing specified plan; requires DMS, in consultation with Capitol Police, to establish enhanced security measures in certain parking areas; authorizes Capitol Police to patrol area surrounding Capitol Complex to ensure safety of certain persons; provides requirement for certain operational plan; requires Capitol Police to provide certain report to Legislature; authorizes certain ex officio agents to patrol Capitol Complex & area surrounding Capitol Complex.

Provides exception to general law for licensed alcoholic beverage vendors located within specified area of City of Lake Wales; provides that licensed alcoholic beverage vendors within specified area must comply with all ordinances, statutes, & rules not inconsistent with specified provisions; defines specified area of city to which such exception applies.

Creates Land Reserve Stewardship District; establishes compliance with minimum requirements for creation of independent special district; establishes legal boundaries of district; provides for jurisdiction & charter & governing board; provides method for transition of board from landowner control to control by resident electors of district; provides for district manager, district employees, district treasurer, selection of public depository, & district budgets & financial reports; provides general powers of district; provides special powers of district to plan, finance, & provide community infrastructure & services within district; provides for bonds, borrowing, trust agreements, future ad valorem taxation, special assessments, issuance of certificates of indebtedness & tax liens; provides requirements for termination, contraction, or expansion of district; authorizes mergers; provides for required notices to purchasers of residential units within district; provides for referendum.

Requires licensees who sell pet insurance to complete specified continuing education; revises requirements for disclosures from pet insurer to policyholder; requires pet insurers to file annually specified report with OIR.

Limits compensation to health care provider that provides medical services for inmate housed in Polk County detention center under certain conditions; limits compensation to entity that provides emergency medical transportation services for inmate housed in Polk County detention center if entity does not have contract with county to provide such services.

Requires local government to permit development of certain qualifying parcels up to certain density & intensity; requires developers of qualifying parcels to maintain specified buffer between new developments & single-family homes & townhouses; requires developers of qualifying parcels to establish that certain recreational facilities & areas reserved for recreational use have not been in operation or use for certain timeframe, to pay double parks & recreational facilities impact fees, & to provide written notice to certain property owners; requires property owners who receive such written notice to exercise option to purchase certain parcels or portions thereof within specified timeframe or forfeit option; requires development on qualifying parcels to meet concurrency requirements.

Requires DMS to provide coverage for treatment & management of obesity for state group health insurance policies issued after specified date; provides coverage criteria; requires department to adopt eligibility criteria by specified date; provides reporting requirements.

Creating the Florida Speech and Debate Hall of Fame; designating Florida Speech and Debate Week annually in February; establishing the Florida Debate Initiative, Inc., (FDI) as a statewide speech and debate organization that performs certain functions in support of the Florida Civics and Debate Initiative (FCDI) in the Department of Education; requiring the Board of Governors of the State University System and the State Board of Education to develop specified undergraduate and graduate coursework, certificates, and micro-credentials, etc.
