To require the Commissioner of Health Strategy to study (1) whether to exclude patient health information and medical records relating to certain sensitive medical procedures from the State-wide Health Information Exchange, and (2) current procedures relating to patient participation in the State-wide Health Information Exchange.

To prohibit the private ownership, operation or management of any state correctional facility.

To provide that the receipt of a summons and complaint by the defendant or the defendant's agent or representative, including the defendant's insurer obligated to defend the action, shall be sufficient, but not exclusive, means to constitute commencement of an action.

To (1) eliminate the requirement that a petition for post-conviction DNA testing be made at any time during the term of the petitioner's incarceration, and (2) set forth that the denial of such petition is a final judgment for purposes of an appeal.
