To allow qualified elevator inspectors to inspect elevators located in multistory buildings housing senior citizens.

To clarify certain responsibilities of the civil service board.

To establish a senior citizens' bill of rights.

To require each owner or keeper of a dog to obtain a license for such dog every three years rather than annually.

To (1) define "digital wallet" and redefine "money transmission" and "stored value" for the purposes of the money transmission statutes, and (2) provide that no solicitation or advertisement by a money transmission licensee shall include any statement or claim that funds deposited with such licensee are eligible for Federal Deposit Insurance Corporation protections.

To establish the "Homes for CT" loan program to assist eligible borrowers to obtain funding necessary for the construction of residential buildings.

To specify that (1) a protest against a proposed change to zoning regulations shall be signed by fifty per cent of the affected landowners, and (2) such proposed change shall be adopted by a majority vote of the members of the municipal zoning commission.

To require the Department of Banking to conduct a study and submit a report concerning financial institutions in the state.

To (1) establish fines for municipal failure to submit certain reports and forms to the Office of Policy and Management, (2) require municipal valuation of tangible personal property other than motor vehicles to be determined in accordance with statutory provisions concerning such valuation, (3) eliminate a requirement concerning municipal statements of compliance with certain zoning requirements after December 1, 2025, (4) require applications for certain tax benefits to be made to municipal assessors rather than the Secretary of the Office of Policy and Management, (5) alter the composition of and requirements for certain committees governing programs and procedures for municipal assessors and tax collectors, and (6) make minor changes to statutes relating to local capital improvement grant reporting, approval of certain tax abatements, the dates of municipal transmission of certain digital parcel files to the Secretary of the Office of Policy and Management, property valuation increase notices and methods of providing certain notification to municipalities by the Secretary of the Office of Policy and Management.

To require the Department of Banking to conduct a study and submit a report concerning financial transactions in the state.

To permit the installation of certain solar power generating systems that serve single-family detached units in common interest ownership communities.

To make technical changes to provisions concerning interlocal agreements between municipalities.

To establish that if a debtor notifies a creditor that the debtor is engaged in a problem gambling program, the creditor shall suspend collection activities for a period of thirty calendar days.

To require (1) adoption of (A) the state plan of conservation and development every ten years after July 1, 2030, (B) regional plans of conservation and development not later than one year after the adoption of the state plan of conservation and development beginning July 1, 2030, and (C) municipal plans of conservation and development not later than one year after the adoption of the regional plan of conservation and development for the region in which such municipality is located beginning July 1, 2030, and (2) approval of municipal plans of conservation and development by municipal legislative bodies and boards of selectmen.

To make changes to certain reporting requirements pertaining to the Metropolitan District of Hartford County and authorize any town, subject to certain conditions, to be incorporated into said district.
