To make various revisions concerning the practice of behavior analysts, including (1) requiring behavior analysts to submit to a comprehensive background check when applying for licensure, (2) designating persons working under the supervision of behavior analysts as mandated reporters, (3) establishing certain notification and disciplinary requirements relating to behavior analysts who abuse or neglect children, (4) requiring employers of behavior analysts to notify patients regarding complaint procedures, (5) establishing a task force to study issues relating to behavior analysts, and (6) allowing the Commissioner of Public Health and Child Advocate to share information and data for the purposes of the infant mortality review program.

To (1) amend certain energy and water efficiency standards, (2) require a study of certain energy and water efficiency standards, (3) require the Public Utilities Regulatory Authority to initiate a docket to examine the future of natural gas in the state, (4) establish programs to incentivize the development of thermal energy networks, (5) increase electric and gas grid reliability and reduce electric and gas demand, and (6) incentivize the adoption of heat pumps and solar canopies.

To (1) require the Commissioner of Transportation to develop a plan for the possible expansion of speed safety cameras on state highways, and (2) permit a municipality to use any funds generated from the use of an automated traffic enforcement safety device to reimburse a vendor for the expenses associated with the design, installation, operation or maintenance of such device.

To establish a Housing Growth Fund for a municipal grant program to increase the availability of affordable housing and maximize the amount of residential, commercial and leisure space near transit facilities.

To require local and regional boards of education to develop a policy for the evaluation of public school library materials, to provide a reason for any removal or restriction of access to such materials and to prohibit removal or restricted access to such materials for certain reasons.

To (1) lower the blood alcohol content for driving and boating under the influence from eight-hundredths to five-hundredths of one per cent of alcohol, by weight, (2) coordinate an interagency exchange of information concerning police phlebotomy training, and (3) study the feasibility of implementing electronic warrant technology.

To make various revisions to statutes concerning child support, rates for certain residential living arrangements, reporting regarding the supplemental nutrition assistance program, information required at managed residential communities to report abuse, neglect or exploitation and information dissemination from a registry of employees terminated for substantiated abuse.

To establish a tax credit for research and development expenses of pass-through entities.

To allow third-party developers of energy capital improvements in the state and to establish a municipal electric grid modernization grant program.

To require legislative confirmation of the appointment of the Medicaid director for the Department of Social Services.

To facilitate the consideration of cost-saving technology by evaluating and testing the technologies at state agencies.

To: (1) Prohibit certain provisions in pharmacy services contracts between pharmacy benefits managers and health carriers; (2) establish a duty of care for pharmacy benefits managers in this state; and (3) impose additional reporting requirements on the Insurance Department concerning prescription drug rebates.

To establish a program, administered by the Connecticut Housing Finance Authority, to permit certain eligible borrowers to receive a reduction of their mortgage interest rate.

To establish a construction employment and affordable housing pilot program.

To prohibit municipalities from requiring a donation of land from an applicant for subdivision of land as a condition of subdivision approval.
