South Carolina House Bill H3871

Introduced
1/30/25

Caption

Palmetto Access to HigherEd (PATH) Act

Impact

The PATH scholarship will cover the cost of attendance for eligible students, providing up to $2,800 for one academic year. To qualify, students must have completed an associate degree or at least 30 credit hours at a public two-year institution and must maintain full-time enrollment at a four-year institution. This program is designed to bridge the existing gap in financial aid that many students encounter during their academic transition, particularly in light of some of the limitations surrounding other scholarship options.

Summary

House Bill 3871, also known as the Palmetto Access to HigherEd (PATH) Act, aims to improve access to higher education for students transitioning from two-year institutions to four-year colleges in South Carolina. The primary focus of this bill is the establishment of the PATH scholarship program, which seeks to alleviate the financial burdens faced by these transferring students. This initiative is particularly targeted at those who are attempting to gain or regain eligibility for the LIFE scholarship, thereby ensuring they can pursue their educational goals without excessive financial barriers.

Contention

A notable point of contention surrounding the PATH Act could arise related to the eligibility criteria. The requirement for students to achieve a GPA between 2.75 and 2.99 at their two-year institutions may exclude some deserving candidates who fall slightly below this threshold. Additionally, the adjustments needed to accommodate this new scholarship system within existing college funding structures could present challenges in its implementation. Stakeholders may debate the balance between maintaining academic standards while ensuring broader accessibility to higher education resources.
