Rhode Island 2026 Regular Session

Rhode Island Senate Bill S2179

Introduced
1/16/26

Caption

Repeals daylight savings time in the state and follow the “United States Standard Eastern Time” as provided by an exemption from the advancement of time as provide by the federal Uniform Time Ac of 1966, 15 U.S.C. § 260(a).

Impact

If enacted, S2179 would fundamentally alter how the state of Rhode Island observes time by eliminating the twice-yearly clock changes that many find disruptive. The proponents of the bill argue that it could lead to benefits such as improved health outcomes by reducing the adverse effects linked with the changing of clocks. Additionally, supporters assert that having a consistent time year-round could result in economic advantages, such as increased productivity and efficiency in transportation and business operations, which often suffer due to the confusion caused by time changes.

Summary

Bill S2179 aims to repeal daylight savings time in the state and adopt a year-round permanent standard time, defined as 'United States Standard Eastern Time'. The bill seeks to amend existing laws that govern the clock changes currently practiced in the state, proposing a shift in how time is regulated legally across state jurisdictions. This legislation is significant as it aligns with the growing movement towards uniform timekeeping among several states in the northeastern region of the United States, specifically Connecticut, Massachusetts, New Hampshire, Rhode Island, and Vermont.

Contention

Notably, there are points of contention surrounding S2179. Some critics believe that moving to a permanent standard time could have implications for scheduling, especially related to agriculture and other sectors that rely heavily on daylight. Additionally, there are concerns that the shift might not align with neighboring states' practices, potentially leading to confusion and inconvenience for residents and businesses operating across state lines. The bill's reliance on agreement with bordering states might further complicate its enactment, eliciting reactions among those who favor maintaining the status quo of daylight savings time.
