Increases Rockland county's annual minimum allocation through the MTA Dutchess-Orange-Rockland Fund (DORF) from two million dollars to ten million dollars.
Enacts the "educational equity and choice act"; requires nonpublic schools to provide the same services that public schools currently provide to nonpublic schools; provides that such costs shall be approved by the commissioner of education and borne by the state; makes related provisions.
Grants Rockland county residents a rebate who are charged the central business district toll; establishes the "Rockland county central business district toll account".
Exempts from compensating use taxes purchases made outside the state and brought into the state to the extent that the value of the purchase does not exceed $2,500.
Prohibits qualified immunity for public officials; authorizes attorney general enforcement; provides that statutory immunities and statutory limitations on liability, damages or attorney fees do not apply to such claims.
Requires the principal of any high school to allow any local trade union, upon request, to enter the school for the purpose of trade union recruitment, including, but not limited to: making presentations; disseminating literature; and answering questions by students.
Authorizes municipalities in the county of Rockland to add unpaid housing code violation penalties, costs and fines to such municipalities' annual tax levy in accordance with applicable law.
Requires enhanced federal medical assistance percentage funds be directly shared with the counties and the city of New York; requires the comptroller examine and audit all funds received from the enhanced federal medical assistance percentage and the distributions made to counties and the city of New York.
Relates to a joint report by the department of audit and control and the authorities budget office on the financial and operational practices of any state authority whose purpose is to operate commuter transportation within the metropolitan commuter transportation district.
