Provides that the Governor's annual budget proposal to the Legislature shall include statements of any new legislation, amendment to legislation, or limitation on the effect of any legislation contained in the budget; makes related provisions granting the legislature an equal role with the governor in the budget process.

Establishes an affordable independent senior housing assistance program which shall provide grants within amounts appropriated or otherwise available therefor to affordable independent senior housing properties to establish and operate resident assistance programs.

Eliminates certain court surcharges and fees and probation and parole surcharges and fees; eliminates the requirement that a parolee or releasee receiving a merit termination of sentence be financially able to comply with an order of restitution; eliminates the requirement that a person receiving a discharge of sentence be financially able to comply with an order of restitution and the payment of certain surcharges or fees (Part A); mandates that courts engage in an individualized assessment of a person's financial ability to pay a fine prior to imposing a fine (Part B); eliminates the availability of incarceration as a remedy for a failure to pay a fine, surcharge, or fee, lifts and vacates existing warrants issued solely on a person's failure to timely pay a fine, surcharge or fee and ends existing sentences of incarceration based on such failure (Part C); vacates existing unsatisfied civil judgments based on a person's failure to timely pay a surcharge, or fee (Part D); prohibits the collection of a fine, restitution or reparation from the funds of an incarcerated person; prohibits the payment of court fines, mandatory surcharges, certain fees, restitution, reparation or forfeitures from the earnings of prisoners (Part E); vacates existing unpaid surcharges, DNA databank fees, crime victim assistance fees, sexual offender registration fees, supplemental sex offender victim fees, or probation or parole supervision fees; repeals certain provisions of law relating to restrictions on remitting such fees (Part F).

Prohibits governmental entities from entering into agreements to house individuals in immigration detention facilities; requires governmental entities to terminate existing contracts for the detention of individuals in immigration detention facilities.

Enacts the "NYCHA utility accountability act"; requires the NYCHA to provide a rent reduction to tenants who experience a disruption in utility service.

Requires all incarcerated individuals who do not have a high-school diploma or its equivalent to receive a reading proficiency level assessment and dyslexia screening upon intake by the department of corrections; requires for such individuals who perform below a certain proficiency level to be provided with intervention services that are evidence-based, effective and consistent with science-based research specifically tailored to addressing dyslexia.

Makes it illegal for certain persons to possess or sell a pistol converter or a converted pistol; directs the superintendent of the state police to publish a list of pistols that the superintendent has determined to be convertible pistols.

Provides for the licensure of dietitians and nutritionists; defines the practice thereof.

Provides for victim statements, or statements from anyone designated by a victim to speak, at the sentencing of a defendant for certain misdemeanors.

Relates to the registration of new curricula or programs of study offered by a not-for-profit college or university; provides for the procedures to have such curricula or programs of study approved by the department of education.

Relates to allowing municipalities to accept retroactive applications for real property tax exemptions from certain veterans.

Relates to qualifications for certain appointed positions with the board of trustees for the state university and the city university of New York.

Relates to the practice of professional geology.

Relates to assault in the third degree by a person against an operator, driver or passenger on a bus, taxicab, aerial tramway, subway or other motor vehicle.

Requires certain large group health insurance policies and contracts to cover scalp cooling systems for the preservation of hair during cancer chemotherapy treatment.
