Requires the state fire administrator to make available a specialized electric vehicle emergency response training program to provide training to individuals responsible for providing emergency response and recovery following incidents involving electric vehicles; defines emergency medical services agency.
Requires the definition of "minority" to include "people with disabilities" pursuant to the Human Rights law in order for such people with disabilities to be eligible for state contract set asides.
Increases the amount of the credit against taxes for long-term care insurance from twenty to forty percent and from one thousand five hundred dollars to two thousand five hundred dollars.

Enacts the "first responders assault prevention act" which increases the offense classification for assault on a peace officer, police officer, firefighter or emergency medical services professional from a class C felony to a class B felony.
Directs the director of the office of the aging to establish a caregiver crisis hotline to provide emotional support resources for informal caregivers of a person in need of assistance.
Requires the department of veterans' services to obtain information from the United States department of veterans affairs related to the county of residence of New York state veterans discharged from active service, in which county such veterans reside, and transfer such information to the appropriate county veteran service agency.
