Enacts the "New York state catastrophe fund authority act" for the purpose of facilitating the creation of innovative solutions to property insurance crises and to ensure the viability of insurance carriers in the state; appropriates $10,000,000 to initiate such fund.
Memorializing Governor Kathy Hochul to proclaim May 5, 2026, as Severe Asthma Day in the State of New York, in conjunction with the observance of World Asthma Day
Defines "portable solar generation device"; exempts portable solar generation devices from interconnection or net metering requirements; requires the state energy conservation construction code to allow for portable solar generation devices to be connected to a building's wiring through an electrical outlet.
Authorizes the commissioner of motor vehicles to establish and administer a program authorizing eligible vehicles to operate in designated high-occupancy vehicle (HOV) lanes, notwithstanding vehicle occupancy.
Extends the date by which school districts must purchase and solely operate and maintain zero-emission school buses; authorizes certain school districts to apply for and be granted an annual one-year extension for compliance with zero-emission school bus requirements until 2045.
Establishes an optional twenty-five year retirement plan for certain public safety dispatchers, public safety telecommunicators, 911 operators, communications officers, police communication technicians, emergency services operators and emergency services dispatchers employed by the state, or a county or municipal emergency services department.
