Prohibits local, state and federal law enforcement officers from wearing any mask or personal disguise while interacting with the public in the performance of their duties; excludes certain protective masks.

Clarifies that employment at any licensee under the cannabis law satisfies employment requirements for parole, probation or other state supervision unless the terms and conditions of said parole, probation, or state supervision explicitly prohibit such employment.
Relates to the reporting requirements of the statewide fiscal intermediary; requires the reporting of utilization data and financial data to protect medical assistance recipients in using the program and ensure the effective use of medical assistance funds; requires the statewide fiscal intermediary to provide consumer directed personal assistant data to ensure the availability of a workforce to meet the needs of consumers utilizing the program; requires the statewide fiscal intermediary to provide data regarding customer service requests, complaints, and accessibility.
Establishes a nonprofit news media jobs grant program within the newspaper and broadcast media jobs program to provide grants to support certain nonprofit media organizations which increase employees.
Directs electric corporations and combination electric and gas corporations to file a cost-effectiveness and timetable analysis as part of any base rate proceeding with the public service commission; directs NYSERDA to conduct a study on the effectiveness of advanced transmission technologies.
Increases the length of the term of office for members of the legislature from two to four years with no member serving more than sixteen years; imposes term limits on the governor, lieutenant-governor, comptroller, and attorney-general.
Authorizes Janay Gasparini, a part-time police officer, with the town of New Paltz police department to take the civil service examination and be eligible for appointment as a full time police officer for the town of New Paltz.
