Makes it illegal for certain persons to possess or sell a pistol converter or a converted pistol; directs the superintendent of the state police to publish a list of pistols that the superintendent has determined to be convertible pistols.

Establishes an interstate compact agreement to phase out corporate giveaways which prohibits member states from offering or providing any company-specific tax incentive or company-specific grant to any entity for a corporate headquarters, manufacturing facility, office space or other real estate development located in any other member state as an inducement for the corporate headquarters, manufacturing facility, office space or other real estate development to relocate to the offering member state.
Prohibits an employer, licensing agency or employment agency from requesting or requiring that a prospective employee disclose their date of graduation from an educational institution on an initial employment application or during an interview, except in the case of a bona fide occupational qualification or need.
