Requires the commissioner of health to promulgate regulations requiring that the addition of, decertification of, or changes in the method of delivery of perinatal services by a general hospital be subject to an application under article 28 of the public health law that requires review and approval by the council.
Provides that contractors and subcontractors to cable television companies who are assessed penalties for two separate violations of payroll reporting requirements shall be ineligible to submit a bid on or be awarded any public work contract with the state, any municipal corporation or public body for five years; provides that cable television companies shall be subject to the requirement that workers on certain excavation projects be paid not less than a prevailing rate of wage.
Provides for expanded non-medical in-home services, non-institutional respite services, case management services, and ancillary services without a prescription or physician's order; repeals certain cost sharing requirements for such services.
Authorizes the application of topical fluoride varnish to a child's teeth by a parent or legal guardian provided that such application is done under the direction and supervision of a licensed practitioner.
Includes not-for-profit corporations and public television or radio corporations in the definition of business entity; allows such entities to claim the newspaper and broadcast media jobs tax credit.
Modifies certain eligibility requirements; extends the time period for the payment of arrears for certain taxes; places limitations on housing development fund company regulatory agreements.
Establishes the differentiated learning environment task force, to conduct a comprehensive study on the way colleges and universities are preparing future teachers to work in urban settings and to offer differentiated classrooms.
Grants immunity from liability and professional retaliation against a law enforcement employee who intervenes against police misconduct committed by another member of law enforcement.
Establishes the civil right to counsel in eviction proceedings in New York state; creates the New York state office of civil representation; requires that covered individuals be given notice of such right to counsel.
Requires each school district to provide interventions and special curricula for children with dyslexia or other phonological learning differences or disabilities.
