Enacts the "election workers and polling places protection act" to protect poll watchers, election officials, voters and physical property being used as a polling place or by the board of elections.
Directs the department of state, in cooperation with other departments, to provide technical assistance to any municipality, upon request, that has had a college or university close within such municipality.
Requires bicycles advertised for sale or resale in New York state to have an identifying serial number in legible boldfaced figures in one of certain specified areas on the bicycle; requires advertisements for bicycles to clearly and conspicuously include a photograph of such bicycles; exempts online marketplaces from placing identifying serial numbers on bicycles.
Relates to the development and posting of a senior trail guide that identifies walking and hiking opportunities for active seniors within the state park system and along public non-motorized multi-use trails within the state.

Establishes the carbon farming certification committee for the purpose of developing a certification framework, determining qualified carbon removal practices eligible for the carbon farming tax credit, and promulgating certification standards for qualified carbon removal practices; provides for the development of educational materials to encourage carbon farming by promoting farming practices which reduce, sequester and mitigate greenhouse gas emissions on land used in support of a farm operation; establishes carbon farming tax credits.
Establishes energy efficiency measures by the public service commission and NYSERDA including requiring utilities to hire and train employees who are from priority populations or living in areas designated as environmental justice communities.
Requires 10% of the penalties imposed by the superintendent of financial services to be deposited in the community development financial institution fund.
Prohibits an employer, licensing agency or employment agency from requesting or requiring that a prospective employee disclose their age, date of birth or date of graduation from an educational institution on an initial employment application or during an interview, except in the case of a bona fide occupational qualification or need.
Requires a motion picture theater that offers more than ten motion picture showings per week to provide scheduled showings of motion pictures with open motion picture captioning such that at least one quarter of all showings of a motion picture with four or more showings during a one-week time period shall have open motion picture captioning; provides exceptions and penalties for violations.
