Provides for securities fraud whistleblower incentives and protections; defines terms; grants whistleblower awards for one or more whistleblowers who voluntarily provide original information to the attorney general that was the basis for a successful covered enforcement action; protects whistleblowers from retaliation; authorizes the attorney general to adopt any necessary rules and regulations; makes related provisions.
Provides that in any jurisdiction in which a party is eligible under local law for free legal counsel, if such party has in good faith attempted to secure such counsel and is unable to obtain counsel through no fault of their own, the court shall adjourn the trial of the issue for consecutive periods of not less than fourteen days each until the party is able to secure counsel.
Establishes the nail salon minimum standards council act; establishes the nail salon minimum standards council which shall investigate wages and standards within the nail salon industry and submit recommendations on minimum wages, regulations and standards for nail salon workers.
Directs counties, in coordination with their regional emergency medical services councils, to develop and maintain comprehensive county emergency medical system plans that provide for coordinated emergency medical systems within such counties.

Requires the department of state to make renewed appearance enhancement licenses and certificates and renewed barber licenses and certificates available on its website in a portable document format for download by the person whose license or certificate has been renewed.
Relates to the definition and term of real estate listing agreements; provides that no real estate broker shall be a party to a listing agreement if such agreement is for a period longer than two years; provides that a listing agreement shall not be enforceable if the agreement is for a period longer than two years.
Provides website and mobile application users the right to refuse non-essential cookies; prevents operators from making additional requests for the use of non-essential cookies.
Authorizes ORES to issue siting permits for battery energy storage systems for use by data centers, regardless of the expected storage or transmission capacity of such battery energy storage systems, and whether or not such battery energy storage systems will be co-located with renewable energy systems; requires data centers to submit carbon reduction plans.
Limits the authority of cities, villages and towns to impose certain zoning regulations, ordinances, or local laws which would have the effect of reducing the number or density of allowable housing units in the area subject to the regulations, ordinances, or local laws.
Restricts youth sports organizations and youth sports facilities from prohibiting attendees of youth sports events from recording personal media; provides exceptions related to safety or privacy, areas restricted to the general public, and uniform restrictions on all attendees unrelated to the purchase of a professional media package.
Relates to the state board of elections creating uniform ballots for early mail, absentee, military and special voters who vote by mail; creates an electronic mail ballot application transmittal system; repeals certain provisions of the election law.
Requires the planning board or other administrative body of a town, village or city authorized to designate, review and approve, approve with modifications, or disapprove site plans to develop a standardized form containing all requirements for such site plan review applications; makes related provisions.
