Enacts the "NY broadband resiliency, public safety and quality act" to provide for oversight of the resiliency, public safety and quality of broadband and voice over internet protocol service.
Establishes a nonprofit news media jobs grant program within the newspaper and broadcast media jobs program to provide grants to support certain nonprofit media organizations which increase employees.

Prohibits manufacturers or operators of networked camera devices to enable coordinated surveillance features on such devices as a default feature without first obtaining affirmative opt-in consent from the owner; requires disclosure of data rights for owners of such devices; prohibits coordinated surveillance features to be disclosed to law enforcement without a warrant; makes related provisions.
Enacts the "New York open water data act"; directs certain agencies, under the leadership of conveners, to identify and integrate key water data sets; provides an annual plan for existing data to be researched and reported.
Authorizes the state university of New York trustees are hereby authorized and empowered, without any public bidding, to lease and otherwise contract to make available to the Abby Lane Housing Corporation, a not-for-profit corporation, a portion of the lands of the university for the purpose of building undergraduate and graduate student housing.
