Relates to providing residents of municipal public housing in the state with free basic cable and high-speed internet service, and reimbursing internet service providers and cable television companies for providing such service.

Establishes clean energy goals of reducing the annual total of vehicle miles traveled within the state by 20% by the year 2050; requires state and local highway projects to comply with reductions to vehicle miles traveled targets.
Provides doula services at all correctional institutions and local correctional facilities; requires the department of corrections and community supervision to retain an organization to make at least two doulas at any given time available to provide doula services twice a week, for four hours, at all correctional institutions and local correctional facilities that house incarcerated individuals who identify as female, as well as to provide doula services during labor and delivery, upon request.
Prohibits governmental entities from entering into agreements to house individuals in immigration detention facilities; requires governmental entities to terminate existing contracts for the detention of individuals in immigration detention facilities.
Establishes the artificial intelligence training data transparency act requiring developers of generative artificial intelligence models or services to post on the developer's website information regarding the data used by the developer to train the generative artificial intelligence model or service, including a high-level summary of the datasets used in the development of such system or service.
Establishes "SNAP for all", a state-funded supplemental nutrition assistance program to provide for those who are excluded from federal SNAP benefits solely due to immigration status; outlines eligibility requirements of applicants and operational requirements of the office of temporary and disability assistance.
Requires a local social services district to accept or deny an application for public assistance as soon as possible but no later than thirty days after the date of the application.
Relates to the transfer, acceptance, or purchase of military weapons from the United States government; prohibits participation in the 1033 federal excess property program; provides exceptions.
