Prohibits sewerage authorities, municipal authorities, and local units of government from charging interest on unpaid sewer fees and charges attributable to State or local entities, including housing authorities.
Relates to permits granted in coastal erosion hazard areas; provides that as a condition of any permit issued in a coastal erosion hazard area, the department of environmental conservation shall require green infrastructure to help reduce stormwater runoff and mitigate coastal erosion.
Establishes the public water justice act; prohibits sale of waters of the state unless otherwise specifically authorized; establishes a public water justice fund for royalties and fees collected from persons or entities authorized to sell waters of the state.
Authorizes federal fingerprint background checks for certain MTA bus and Manhattan and Bronx surface transit operating authority applicants for employment.
Permits business entities and nonprofit organizations to adopt certain responsibilities related to stormwater management basins; provides corporation business tax credit for adoption of stormwater management basins in certain watersheds.
