Imposes an excise tax on any taxpayer engaged in the trade or business of digital asset mining; provides that taxes, interest, and penalties collected or received from such taxes shall be used for prompt assistance to utility customers enrolled in energy affordability programs.

Requires insurers to disclose all available endorsements for homeowners' liability insurance policies with plain language descriptions of the coverage added by each endorsement as part of the application process.
Increases the penalty of knowingly violating the provisions relating to the appropriate shelter for dogs from a violation to a misdemeanor, punishable by imprisonment for not more than one year, or by a fine not less than five hundred dollars nor more than one thousand dollars, or by both.
