Requires manufactured home park owners to provide a written justification for rent increases in excess of three percent of the current rent; provides that increases in costs to justify such rent increase for ordinary maintenance or repair to meet the warranty of habitability obligations must be shown to be necessary.
Requires all public school districts, charter schools and non-public schools in the state that participate in the national school lunch program or school breakfast program as provided in the national child nutrition act to serve breakfast and lunch at no cost to the student.
Allows an authority having jurisdiction over a volunteer fire department or fire company in a county, city, town, village, fire district, or fire protection district to provide volunteer firefighters with a stipend for responses to calls and for certain standby services.
Relates to transparency and other requirements for applications submitted to ORES for siting of major renewable energy and major electric transmission facilities.
Establishes the New York rural growth fund tax credit and the New York rural growth fund; provides that individuals who develop a business plan to invest in rural business in New York and have successfully solicited private investors to make capital contributions in support of such business plan may apply to the department of economic development for certification as a rural business growth fund; provides that if approved, tax credits shall be issued in an aggregate amount equal to seventy percent of the eligible investment authority; defines terms; provides for penalties; requires reporting.
Enacts the "renewable natural gas standard act"; requires the public service commission to establish a program to require that gas corporations procure renewable natural gas from third-parties, including affiliates of the gas corporation, for distribution to natural gas customers.
