Proposes an amendment to the Constitution to describe the manner in which the Legislature shall provide for the maintenance and support of a thorough and efficient system of free public schools.
Requires establishment and implementation, in certain circumstances, of wildlife management plans for open space and farmland, and authorizes use of constitutionally dedicated CBT revenues to finance activities undertaken pursuant to such plans.
Requires Department of Agriculture to conduct inspections of on-farm dairy processing activities; transfers certain resources and employees from DOH to Department of Agriculture.
