Increases the interest rate for late payments due on construction contracts from one to two percent; includes a change order as part of the definition of construction contract; defines change order; repeals exceptions for lower Manhattan construction contracts.
Relates to kinds of insurance authorized, including expenses and business income losses from acts or threats of violence, including while not on the insured's premises, and adding representations and warranties and tax interpretation insurance.
Directs the office for people with developmental disabilities to conduct a study on the feasibility of establishing, implementing and expanding additional housing models that support independent living for people with intellectual and developmental disabilities; requires the office to submit a report on such study to the governor, the temporary president of the senate and the speaker of the assembly.
