Relates to establishing the housing access voucher program; provides that the commissioner of the division of housing and community renewal shall implement a program of rental assistance in the form of housing vouchers for eligible individuals and families who are homeless or who face an imminent loss of housing; provides that the commissioner shall designate housing access voucher local administrators in the state to administer the program.
Expands the membership of the interagency task force on trafficking in persons to include the commissioner of the department of transportation, the commissioner of the department of motor vehicles and the executive director of the New York state thruway authority.
Prohibits the sale of vape products that resemble school supplies, toys, or are packaged or advertised in any way to appeal to or target minors or the youth population.
Authorizes the state inspector general to receive and investigate complaints of sexual assault in correctional facilities and other places operated by the department of corrections and community supervision for the confinement of persons; requires the state inspector general to establish protocol and procedures for such reports and investigations.
Enacts the "keep police radio public act"; ensures that, except for sensitive information, all radio communications are accessible to emergency services organizations and professional journalists.
Relates to parole eligibility for certain incarcerated persons age fifty-five or older if they have served at least fifteen years of their sentence or sentences.
Provides that any claimant who has received certain unemployment benefits to which they were not entitled shall not be held liable for the amounts overpaid provided certain conditions exist; directs the department of labor to provide claimants who have previously been denied waivers with applications for individual waivers; repeals certain provisions of law relating thereto.
Includes instances of sexual conduct against a child less than seventeen years of age to certain sex offenses; removes the time limit to bring subsequent sexual offenses.
Requires certain state police vehicles to carry jumper cables; requires officers operating such vehicles offer to use such jumper cables on disabled vehicles.
Establishes the standardized human-trafficking recognition training program for private transportation services employees; requires private transportation services to require all employees to undergo a human-trafficking recognition training program established by the division of criminal justice services and the office of temporary and disability assistance in consultation with the department of transportation and the New York state interagency task force on human trafficking.
Enacts the "ensuring access to behavioral health act"; includes mental health services, substance use disorder treatment services and recovery support services to network adequacy requirements for insurance coverage.
Requires employers to inform their employees that non-disclosure or non-disparagement provisions in their employment contracts do not prohibit them from speaking with law enforcement, the equal employment opportunity commission, the state division of human rights, a local commission on human rights, or an attorney retained by the employee.
