Establishes a state seal of artistic achievement to recognize high school graduates who have attained a high level of proficiency in music, dance, theater, visual arts or media arts.
Creates 10 interagency placement committees throughout the state to recommend treatment and rehabilitation programs or strategies for youths with co-existing mental disabilities; directs such committees to establish a process by which youths can be referred to such committees; directs such committees to submit a report annually to the governor and legislature identifying gaps in treatment and rehabilitation options, and any plans or recommendations to increase such options.
Prohibits the use of surveillance pricing, directly or indirectly; prohibits the collection, use, retention, or sharing of data to facilitate surveillance pricing; provides exceptions; provides for enforcement by the attorney general; makes related provisions.
Relates to creating a committee to study ways to reduce the length of standardized tests and increase the test's transparency; directs the committee to submit a proposal to the board of regents.
Establishes a master of social work paid field practicum pilot program to provide a stipend to students who are enrolled in a master of social work program for the first 450 hours of field practicum completed towards such masters' degree; requires the office of mental health to complete a report making recommendations on how to expand the pilot program to increase the number of social workers in the state, improve representation in the field of social work, mitigate student debt and improve labor conditions for social workers upon graduation.
Adds employees of the office of children and family services to the list of public employees for which prevention of duties constitutes assault in the second degree.
Enacts "Nima's law" which prohibits the retail sale of nitrous oxide; establishes civil penalties for violations; includes nitrous oxide misuse in the health care and wellness education and outreach program to expand education on the dangers of nitrous oxide misuse; prohibits the sale of whip cream chargers.
Excludes the five state-run veterans homes from assessments on their gross receipts received from all patient care services and other operating income; directs the Commissioner of Health to apply to the secretary of the Department of Health and Human Services for any necessary waivers pursuant to federal law and regulation.
