Enacts the "New York City Training And Comprehension of Trauma in Children (TACTIC) Act"; establishes the TACTIC council; provides for a trauma informed care training program to teachers in schools located in the city of New York; creates a department of child trauma informed care to assist with parenting workshops, to assign trauma informed care specialists to schools and to report to the TACTIC council regarding child trauma informed care provided to schools in the city of New York.
Relates to providing increased and uniform training requirements including implicit bias, use of force, first aid and firearm training, and outreach for law enforcement; establishes law enforcement peer support through the office of mental health.
Requires that each police officer and peace officer involved in the execution of a search warrant wear a functioning and unobstructed body camera that shall be active prior to and throughout the execution of the search and during any related action following the execution of the search warrant.
Requires storage warehouse operators to maintain lock boxes for storage of official documents in each rental unit; prohibits storage warehouse operators from retaining or disposing of the contents of such lock boxes in the event of non-payment of unit rental fees.
Prohibits cancellation, non-renewal or conditioning renewal of automobile insurance of a policyholder solely as a result of a dispute or a complaint pending against the insurer.
Prohibits a person who has abandoned such person's spouse or domestic partner from collecting any portion of the spouse's or domestic partner's pension.
Provides for the indefinite suspension of New York city police officers without pay pending the disposition of charges of incompetence or misconduct resulting in death or serious physical injury as defined in section 10.00 of the penal law.
Relates to traffic stops conducted by law enforcement officers; defines "racial profiling"; authorizes division of criminal justice services to conduct a study relating to racial profiling; prohibits use of race or ethnicity of an individual as the sole factor in determining the existence of probable cause to place such person under arrest or take into custody.
Requires the installation and periodic inspection of water detector alarms in residential dwellings and certain commercial buildings; defines a "water detector alarm" as an electronic device that detects the presence of water and sets off an audible and visual alarm when its sensors are triggered; defines a "commercial building" as a building in which individuals are employed.
Requires landlords to post notices in certain rental premises regarding access to the sex offender registry; provides the language for such notice; provides such posting requirement shall only apply to multiple dwellings.
Requires Medicare and Medicaid managed care providers to provide coverage for certain out-of-network health care when the patient has a long term relationship with a medical professional who is not a recurring provider under the managed care provider's network.
