Enacts the "NY broadband resiliency, public safety and quality act" to provide for oversight of the resiliency, public safety and quality of broadband and voice over internet protocol service.
Establishes a nonprofit news media jobs grant program within the newspaper and broadcast media jobs program to provide grants to support certain nonprofit media organizations which increase employees.

Authorizes the commissioner of health to make grants for purposes of preventing transmission of tick-borne diseases on public lands frequented by humans; requires the commissioner to submit an annual report on the performance of programs funded by such grants.
Establishes a real property tax exemption for certain property owners who reside full-time on such property in certain counties; requires that such owners occupy such property as their primary residence and are enrolled in or eligible for the STAR exemption or credit or that such owners rent to a tenant for a term of at least twelve months and such tenant occupies such property as their primary residence.
Establishes the office of hospice and palliative care access and quality to provide expertise and input on hospice and palliative care policy development and regulation.
