Defines therapeutic agriculture for the purposes of community gardens as the use of agricultural activities as a means of promoting physical, mental and emotional well-being, rehabilitation and therapy for certain individuals.
Requires electric corporations and gas corporations to provide, as part of every billing statement, a tariff cost estimate in a clear, conspicuous and easily understandable manner; requires such corporations to include an itemized disclosure of the primary cost components comprising the delivery portion of the bill.
Requires instruction in arts and music education to be incorporated into curriculums for all public school students; requires school districts to ensure that appropriately certified teachers are providing such education; authorizes rules and regulations consistent with such provisions.

Provides for the designation by a general hospital of persons to identify infectious disease processes, conduct surveillance and epidemiologic investigations, and develop plans to prevent and control the transmission of infectious agents within general hospitals.
