Establishes a child tax credit in the amount of six hundred fifty dollars ($650) for eligible taxpayers adjusted for inflation annually commencing January 1, 2027.
Requires that the state’s share to support public library services in fiscal year 2027 be fixed at twenty-five percent (25%) of the amount appropriated and expended by the city or town in the second preceding fiscal year.
Expands the existing law regarding collaborative practice agreements between pharmacists and physicians to allow other healthcare providers to enter into such agreements and removes the definition of “collaborative practice committee.”

Transfers responsibility for implementation of services for persons with traumatic brain injuries from the director of the department of human services to the EOHHS.
Reduces funeral home inspections from twice a year to once a year and removes the practical exam requirement for out-of-state funeral directors and embalmers.
Creates rodent integrated pest management pilot programs for municipalities that choose to participate. Reports to be approved by the municipality's mayor or administrator and submitted to the department of environmental management.
Provides that no new charter school application shall be granted, if the proposed school is a network charter school or the expansion of an existing charter school creates a network charter school.
Requires EOHHS to provide self-measured blood pressure monitoring for eligible pregnant and postpartum individuals, covering home monitors, training, data transmission, and co-interventions, with state funds if federal aid is unavailable.
Requires a review by the department of elementary and secondary education of the formula components used to compute the aid needed to support high need students.
