Prohibits insurance companies from paying a rate that is less than the approved Medicaid rate set by the executive office of health and human services.

Expands the requirement that all high schools and middle schools, whether they are publicly or privately run to maintain on site a functional AED while establishing and implementing a cardiac emergency response plan in these schools.
Establishes the healthcare worker platform and would require platforms offering healthcare shifts to register with the department of health by June 1, 2027, while, specifically, exempting them from being classified as nursing service agencies.
Prohibits participation in federal school voucher tax credit for contributions to scholarship-granting organizations unless both the general assembly and the governor approve such participation.
Requires health plans that provide prescription benefits to cover at least one type of glucagon auto-injector, nasal spray, or formulation that does not require reconstitution to treat hypoglycemia. No copayment or deductible would be required.
Allows advanced practice registered nurses, physician assistants, and physicians who are and are not licensed in Rhode Island to provide telemedicine services to patients who are in the state when those services are rendered.
Requires any remaining funds in the enacted budget from the RI promise scholarship program or the RI hope scholarship program, after Rhode Island college has satisfied all eligible scholarships to be reimbursed to onward we learn.
Establishes Children's Catastrophic Illness in Children Relief Fund to provide finance assistance to families for medical expenses not covered by state or federal programs or insurance contract.
Makes students in workforce-ready certificate programs at the community college of Rhode Island eligible to receive the Rhode Island Promise Scholarship.
