Mourning the death of the Reverend Jesse Louis Jackson and honoring his lifetime of service, leadership, and advocacy for civil rights and social justice
Provides that public officers and employees of the state who are members of the United States Air Force Auxiliary Civil Air Patrol or the United States Coast Guard Auxiliary Pilots shall be granted leave from work with pay to participate in emergency services during certain air force assigned missions.
Establishes the New York State grid reliability and energy affordability transition (GREAT) act; establishes the virtual power plant program to help reduce energy costs and grid reliability risks; provides incentives to participants for supporting the grid by investing in distributed energy resources and reducing net energy costs.
Provides for the protection of health information; establishes requirements for communications to individuals about their health information; requires either written consent or a designated necessary purpose for the processing of an individual's health information.
Requires each board of education to adopt a written policy for reconsideration of school library materials and make such policy available on its website; requires such policies to include provisions for the creation of a reconsideration committee to review complaints regarding school library materials; requires the commissioner of education to develop one or more model policies for school districts.
Relates to enacting the central air conditioner and heat pump rights act; provides that a homeowners' association may not adopt or enforce any rules or regulations that would effectively prohibit, or impose unreasonable limitations on, the installation or use of a central air conditioner or heat pump.
Establishes a chief sustainability officer to coordinate efforts across state agencies and other state government entities to address climate change mitigation and climate sustainability efforts.
Establishes the empire state sports and entertainment fund to create competitive financial incentives to attract sports and entertainment events in the state with an emphasis on economic development in upstate New York.
Limits the reimbursement amount of certain overpayment claims and reviews where such overpayment was due to the provider's submission of records which were not in accordance with program requirements at the time but which were in accordance with current requirements as a result of changes to guidelines or regulations.
Limits the identification of individuals who provide face-to-face care to or direct observation of a patient to their employee identification number, first name and first initial of last name when full name identification may place the personal safety of such individual in jeopardy; requires complainants to only submit their employer's address in cases involving an alleged offense against a hospital worker.
Relates to coercive control; provides that the family court and the criminal courts shall have concurrent jurisdiction over acts which constitute coercive control; provides that courts may issue orders of protection upon a finding of coercive control; directs the office of court administration, in consultation with the office for the prevention of domestic violence and certain organizations, to develop and administer training for judges and court clerks on coercive control.
Directs the department of transportation and every municipality, locality and public authority that distributes road salt to construct a salt shed within ten years.
