Provides for eligibility for medical assistance for personal care services for persons with traumatic brain injury, developmental disability, cognitive impairments, blindness or visual impairment.

Establishes the "accountability of costs for data centers act"; requires each electric corporation, gas corporation and municipality to establish an independent classification of service for large energy use facilities that is separate and distinct from other classifications of service; authorizes the department of public service to develop financial surety requirements.
Relates to the assessment of extraordinary needs count for purposes of the apportionment of public moneys to school districts employing eight or more teachers; defines count of homeless children and children or youth in foster care.
Relates to the regional cost index for purposes of the calculation of total foundation aid; updates the regional cost index to better reflect the differences in cost of living across the state.
Regulates the use of artificial intelligence in the provision of therapy or psychotherapy services by prohibiting the use of artificial intelligence to assist in providing supplementary support where the session is recorded or transcribed unless the patient is informed of the specific purpose of such use and consents of such use; establishes penalties for violations of such provisions; excludes religious counseling, peer-support, and self-help materials and educational resources from such provisions.
Provides that transportation shall be provided to all children attending grades kindergarten through twelve who live within a fifteen mile radius of the school they legally attend; provides that such transportation may also be provided for such students to before-and/or-after-school child care locations.
