Charges the office of the health insurance commissioner to incorporate uncompensated care as a formula-driven numeric adjustment in the methodology used to establish any affordability standard or rate cap, applicable to hospital contracts.
Requires every elementary and secondary school within the State of Rhode Island to provide and maintain clearly visible and easily accessible trauma kits within the school. It also provides immunity if assistance is rendered.
Allows faith-based organizations to develop affordable housing on land they own provided at least 50 % of the housing to be developed is low- or moderate-income housing and the land is owned or held in trust by the faith-based organizations.
Provides that a student's enrollment in Medicaid would be included in calculating and determining the student success factor for use in the foundation education-aid formula.
