Establishes the commuter transportation benefit chapter. Employers with five hundred (500) or more employees required to establish a pre-tax commuter transportation fringe benefit program.
Establishes a system of electronic registration and titling of motor vehicles and rules and regulations to implement the provisions of this chapter to be promulgated by the administrator of the division of motor vehicles.
Directs the commissioner of postsecondary education to prepare a strategic plan for public higher education which is aligned with the goals of the board of education's strategic plan.

Requires any teacher under suspension for criminal conduct to repay the school district for any salary received if convicted of a felony, less any amounts paid to satisfy taxes and employee benefits. It also makes one typographical correction.
