Establishes a gender-affirming care access program to provide support and increase access to gender-affirming care including certain medical and surgical care.
Establishes the NY digital choice act requiring social media companies to provide covered users with a copy of the covered user's social graph at the request of the covered user; defines terms; provides requirements for the interoperability of covered users' data; grants the attorney general the authority to promulgate rules and regulations and enforce such provisions.
Enacts the "Customer Savings and Reliability Act" in relation to regional affordable gas transition plans to guide an orderly, affordable, and equitable right-sizing of the utility gas system in a manner that aligns with climate justice and emissions reduction provisions.
Provides that in the case of any application for gas service to a building which is not supplied with gas, a utility corporation or municipality shall be obligated to provide gas service to such building.
Establishes the "accountability of costs for data centers act"; requires each electric corporation, gas corporation and municipality to establish an independent classification of service for large energy use facilities that is separate and distinct from other classifications of service; authorizes the department of public service to develop financial surety requirements.
Relates to the establishment of regulations for administering immunizations taking into consideration the recommendations of the American Academy of Pediatrics, the American Academy of Family Physicians, the American College of Obstetricians and Gynecologists, the American College of Physicians, the advisory committee on immunization practices, any interstate body established for purposes of reviewing and making recommendations regarding immunization coverage and access, or other similar nationally or internationally recognized scientific organizations.
Directs the department of health to develop an informational pamphlet concerning perimenopause and menopause, which shall include information concerning the stages of perimenopause and menopause, the signs and side effects, and options for the management and treatment; requires that such informational pamphlet be made available on the department's website and available for order as a printed deliverable; requires practitioners to make such informational pamphlet available to patients.
Requires practitioners to discuss certain risks with a patient who is being prescribed a schedule II controlled substance or an opioid analgesic; requires the department of health to develop practitioner guidelines.
Requires veterinary clinics to file notice and documentation to the attorney general to determine if certain transactions would be against the public interest for veterinary care access prior to completing such transactions.
Increases the penalties for internet-based food-ordering service providers failing to provide a link to the city of New York health department or local health department and the amount of such penalty depending on whether such inter-based food-ordering service is primarily a restaurant or just app-based.
