Enacts the "NY broadband resiliency, public safety and quality act" to provide for oversight of the resiliency, public safety and quality of broadband and voice over internet protocol service.
Prohibits gas and electric corporations from recovering labor-related legal costs or workers' compensation loss adjustment expenses from ratepayers through rates, charges, surcharges, adjustment mechanisms, riders, or reconciliation mechanisms; defines labor-related legal activity.
Relates to motor vehicle insurance fairness; provides that insurance rates shall not be increased based on certain factors; sets forth processes for motor vehicle insurers to have rate increases approved; allows public access in relation to any proposed insurance rate increases; allows members of the public to request permission to intervene in proceedings related to rate increases; directs rules and regulations to be established.
Directs the department of taxation and finance to include an opportunity on certain personal income tax forms for individuals to provide written consent to be added to the donate life registry; makes related provisions.
Increases tax rates imposed on unincorporated businesses and corporations in New York city upon adoption of a local law by the local legislative body of the city of New York.
Requires a procedure for notification of a family member of a tenant or cooperator in the case that their application to succeed a lease or occupancy agreement is denied by a limited-profit housing company.
Expands the type of conduct that qualifies as harassment of tenants; provides that such conduct will result in tenants being entitled to treble damages.
Includes positive rental payment information reporting as a preference in the evaluation of project applications in the New York state low income housing tax credit program; requires landlords to offer tenants the option of positive rental payment information reporting; creates notice requirements for the election of positive rental payment information reporting.
