Alters the composition of the state board of parole to include members who shall adequately reflect the composition of the prison population in race, age, and geographic area of residence.

Requires the commissioner of motor vehicles to create a bicycle with electric assist battery swapping pilot program in a city with a population of one million or more.
Requires the chair and commissioners of the state liquor authority to file an annual statement of financial disclosure pursuant to section seventy-three-a of the public officers law.
Amends the definition of "health care personnel" to define the term "temporary services" as health care services contracted for an initial term of less than twenty-four continuous months; requires a temporary health care services agency to annually submit to the department of health copies of all contracts between the agency and a health care entity to which it assigns or refers health care personnel.
Provides that an unsuccessful offerer may additionally request a written explanation comparable to such debriefing to be provided by mail or electronic mail, which the state agency shall provide within sixty days of the offerer's request for a written explanation; lengthens the period in which a debriefing shall be requested by the unsuccessful offerer and the length of time in which a state agency must respond from 15 days to 30 days.
Requires health and motor vehicle insurance policies to notify policyholders of cancellation, discontinuance or major changes to their policy via email and to offer paperless notification upon the issuance of such policies.
Relates to the contents of emergency response plans required to be submitted to the public service commission by electric corporations; requires such plans to include details of staffing, equipment, and ability to perform toward certain standards; requires the public service commission to establish a time-based restoration schedule.
