Establishes the professional practice of community midwifery; defines as the management in the home, birth center, or community setting, of normal pregnancies, child birth, and postpartum care, including newborn evaluation, resuscitation and referral for infants; sets requirements for license and practice.
Requires schools safety plans to include a cardiac emergency response plan that addresses the use of appropriate personnel and measures to respond to incidents involving any individual experiencing sudden cardiac arrest or similar life-threatening emergency on any school site owned or operated by a school or at a location of a school sponsored event.
Establishes an Asian American Native Hawaiian Pacific Islander (AANHPI) leadership institute within the state university of New York as an initiative for Asian American Native Hawaiian Pacific Islander (AANHPI) leaders in higher education with a mission to retain and grow from within SUNY a greater proportion of Asian American Native Hawaiian Pacific Islander (AANHPI) professionals at SUNY campuses; creates an eight member advisory council.
Provides additional enforcement of housing maintenance code violations in the city of New York; requires the department of housing preservation and development to produce a list of owners/landlords with multiple violations; directs HPD to commence proceedings to be appointed as the administrator of buildings with multiple, longstanding violations; provides additional penalties.
Provides final discipline authority over civilian complaints to the civilian complaint review board; creates a hearing officer and adjudicative body for such complaint review board.
Requires fire-resistant material applicators to undergo training and register with the office of fire prevention and control; imposes fines for violations.
Enacts the "rate hike notice act" which requires utilities in the state of New York to provide notice of a proposed rate hike to a customer via text, email and via such customer's monthly billing statement.
Establishes the New American homebuyer assistance program within the state of New York mortgage agency to assist first time homebuyers by imposing flexible documentation guidelines that take into account foreign documentation of income and assets.
Allows a tenant to offset against future rental payments the cost of certain emergency repairs a landlord is either unwilling or unable to correct within twenty-four hours of notice to the landlord of the need for such emergency repair, provided that the tenant provides landlord with itemized cost accounting of all emergency repairs made.
Requires department of motor vehicle forms, tests and applications for permits and licenses in a city with a population of one million or more to be available in Punjabi, Bengali and Hindi.
Conditions the institution of any substantial change in surface route or rapid transit route service upon approval by the metropolitan transportation authority and committee on operations of the NYC transit authority and upon public hearing; sets allotted individual and aggregate speaking time during such hearings.
