Directs the department of health to conduct a study relating to opening a new hospital in southeast Queens; requires the department of health to deliver a copy of the findings of the study conducted and any legislative recommendations to the governor and the legislature.
Establishes a two year moratorium on the third party transfer program run by the department of housing preservation and development in the city of New York.
Requires anywhere fifth generation (5G) telecommunications towers in cities with a population of one million or more are installed, and there is available street parking, electric vehicle charging stations shall be provided for public use; defines terms; requires such charging stations to be designated and clearly identified.
Requires the community gardens task force to conduct an assessment of all community gardens located on publicly owned land in the state to facilitate each garden's designation as a critical environmental area.
Provides for limited death benefit life insurance policies for persons aged 60 and over; authorizes the attorney general to enforce provisions; requires an insurer to provide consumers with a prescribed "Financial Review of Policy" form when it delivers or issues for delivery in this state an insurance policy or a certificate of insurance for persons aged 60 and over.
Provides for advance payment of the earned income credit by employers, the commissioner of the department of taxation and finance and the commissioner of New York City's department of finance.
Requires the New York state bridge authority, the Thousand Islands bridge authority, the Nassau county bridge authority, the Ogdensburg bridge authority, and the New York state thruway authority to develop a feasibility study to promote bicycle and pedestrian access on bridges and provide a report to the governor, temporary president of the senate, speaker of the assembly, and the public a copy of such plan.
Directs the New York city transit authority and metropolitan transportation authority to ensure the proper operation of security cameras at subway stations and report thereon.
Provides that each electric corporation shall establish a unique priority phone number that shall remain in operation every day of the year for customers who have documented their need for essential electricity for medical needs; makes related provisions.
Relates to the indemnification of directors, officers and key persons; ensures the survival of indemnification in case of a merger or consolidation of a corporation; provides that once a right to indemnification arises, it continues to benefit a former director, officer or key person's and their heirs and estate; makes related provisions.
Establishes a comprehensive electric vehicle fast charging station implementation plan; requires the New York state energy and research development authority to further establish a "Fast Charge NY working group" to develop such plan; makes related provisions.
Requires gas pipeline facilities to accelerate the repair, rehabilitation, and replacement of equipment or pipelines that are leaking or at a high risk of leaking; requires the public service commission to establish a standard definition and methodology for calculating and reporting unaccounted-for gas.
Relates to the recovery of costs for the response costs and damages to natural resources as a result of the illegal disposal of waste; establishes that expenditures made by the department as a result of the illegal disposal of waste shall be a lien against the person who is responsible for such illegal disposal.
