Enacts the "Percy Ellis Sutton search for education, elevation and knowledge program protection and accountability act" establishing funding allocation and transparency requirements, audit requirements, and reporting requirements for the Percy Ellis Sutton search for education, elevation and knowledge program at the city university of New York.
Establishes the "responsible fast food and public health act" which assesses annual fees against fast food chains to be used for educational outreach on obesity and nutrition; creates the childhood nutrition and obesity prevention fund.
Allows commuter vans to accept hails from prospective passengers in the street; directs the New York city taxi and limousine commission to submit to the mayor and the speaker of the council and publish on its website a report on an evaluation of the impact, if any, of authorizing commuter vans to accept hails from passengers in the street on the safe and efficient operation of commuter van services.
Supplements federal law regarding access by census enumerators to multi-residence buildings; provides for the development of guidance regarding access for building personnel.
Establishes an annual food tax holiday exempting sales taxes on certain currently taxable food items, including hot and cold prepared foods intended for immediate consumption, and any other ready-to-eat item sold in a grocery store, deli or food counter, meals purchased at a restaurant including takeout and delivery orders, in November or December.

Enacts "Francesco's law" which establishes violations for the failure to safely store rifles, shotguns, and firearms in the presence of a minor or a prohibited person; requires the office of gun violence prevention to collect and analyze statistical and other information and data with respect to injuries or deaths of minors resulting from failure to safely store a firearm, rifle, or shotgun.
Increases tax rates imposed on unincorporated businesses and corporations in New York city upon adoption of a local law by the local legislative body of the city of New York.
Enacts the "deed protection act" in relation to prohibiting a mortgage banker or mortgage loan servicer from commencing, maintaining, or proceeding with a foreclosure action on a mortgage loan where such mortgage banker or mortgage loan servicer knows or has reason to know that the mortgage securing such loan is dependent on a deed, conveyance, or other instrument affecting title to residential real property that was procured by fraud, forgery, or other unlawful means.
Prohibits the use of aversive conditioning which includes any procedure which causes obvious signs of physical pain, including but not limited to hitting, pinching and electric shock; prohibits the use of any procedure or punishment which denies a vulnerable person reasonable sleep, shelter, bedding, bathroom facilities and any other aspect expected of a humane existence; defines terms.
Establishes new targets for offshore wind electricity generation; includes the requirements that there is at least 15 gigawatts of offshore wind electricity generation by 2040, at least 18 gigawatts of offshore wind electricity generation by 2045 and at least 20 gigawatts of offshore wind electricity generation by 2050.
