Requires certain public authorities to establish a cashless tolling amnesty program between August first, two thousand twenty-five and December thirty-first, two thousand twenty-five for cashless tolls collected between April twenty-third, two thousand sixteen and June twenty-ninth, two thousand twenty-five.
Provides for automatic voter registration and pre-registration for persons applying for certain department of motor vehicles documentation, and for persons applying for or re-enrolling in Medicaid; allows individuals to decline such automatic registration and pre-registration.
Requires peer-to-peer car sharing programs provide insurance coverage in amounts equal to the financial responsibility requirements set forth in section three hundred eleven of the vehicle and traffic law; removes requirements relating to requiring additional insurance coverage.

Enacts the HOPE pilot program; allows households to apply for multiple food and anti-poverty benefits simultaneously online; enables families to work with nonprofit and government agencies to enact action plans to boost their long-term self-sufficiency.
Establishes a statewide person-centered mental health services work group to improve statewide mental health planning and outcomes to achieve a person-centered, prevention-first integrated and tiered system of care for holistic health and wellness.
Requires the office of victim services to publicize programs offered by the office and to include certain information in annual reports to the governor and the legislature and to make such reports public on the office's website.
Enacts "Destini Smothers' law"; requires collaboration between law enforcement agencies in missing persons investigations; provides support for relatives of such missing persons.
