Establishes the Lymphology study; requires the department of health to study the effects of certain training criteria established by the Lymphology Association of North America.
Establishes a five-year moratorium on foreign entities purchasing homes in New York state unless the purchase is for a primary residence; directs the department of state to conduct a study on the effects of the moratorium on the housing market and to send a report on the study to the legislature; specifies data and indicators to analyze for the study; defines terms.
Relates to the issuance of driver's licenses and emergency medical personnel designation; allows the use of alternate forms of identification where an applicant for a driver's license does not have a social security number or Individual Tax Identification Number.

Authorizes the commissioner of housing and community renewal to maintain a housing registry of accessible or adaptable housing for the disabled called "Access-New York"; provides that certain owners shall provide certain information in relation to "Access-New York"; establishes a special advisory review panel to assist the commissioner in performance of duties of "Access-New York".
Relates to voting rights including voter protection, voter's bill of rights, illegal voter suppression and intimidation, vote dilution, and preclearance.
Clarifies that employment at any licensee under the cannabis law satisfies employment requirements for parole, probation or other state supervision unless the terms and conditions of said parole, probation, or state supervision explicitly prohibit such employment.
Requires the New York state energy research and development authority conduct a study on independent neighborhoods and homes in municipalities constructing micro-grids to study the feasibility, efficiency, and energy saving costs if such micro-grids were constructed.
Requires storage warehouse operators to maintain lock boxes for storage of official documents in each rental unit; prohibits storage warehouse operators from retaining or disposing of the contents of such lock boxes in the event of non-payment of unit rental fees.
Provides that members of a retirement system who retire from such system and later rejoin the retirement system are reinstated with the same rights, benefits and privileges they had prior to retirement.
