Requires employers to provide an employee, attorney for the employee or a representative of a recognized or certified employee organization, the opportunity to review and copy the employee's personnel file; provides the employee must submit a written request for this right to be exercised and former employees have to make the request within three years of leaving employment.
Establishes an abatement and exemption from real property taxes for capital improvements to reduce carbon emissions in cities with a population of one million or more.
Establishes the SUNY downstate medical support fund to provide financial support for infrastructural upgrades and expansion; facilitates research and development grants in medical and health-related fields; offers scholarships and financial aid; supports community health initiatives and outreach programs.
Enacts the childhood lead poisoning prevention and safe housing act to make enforcement of lead hazard control standards in the state of New York more certain and more effective; creates a loan fund to assist owners in complying with lead-safe requirements; provides for inspections and certification of inspectors and remediators; requires registration of affected properties; provides tax credits for remediation; provides for appointment of deputy commissioner of housing and community renewal to oversee provisions; provides for educational programs relating to lead poisoning and abatement.
Provides that every insurance policy which provides coverage for prescription drugs shall insure that there is continuous coverage of a single source drug that is part of a prescribed therapy until such prescribed therapy is no longer medically necessary for the enrollee of such policy; defines "single source drug".
Requires the preparation of a comprehensive economic development plan for the use of eminent domain when the primary purpose is economic development and certain residential premises are to be acquired; requires municipal approval of the exercise of eminent domain power in such cases; enacts the "eminent domain reform act".
Relates to establishing emergency mental health units; provides for certification of all emergency mental health units, the creation of regional emergency mental health unit councils, and a New York state emergency mental health unit council to develop minimum training standards for certified emergency mental health units and minimum equipment and communication standards for emergency mental health units.
Relates to providing access to laptops for high school and higher education students and textbooks for higher education students; provides access to laptops and textbooks without charge.
Relates to residency requirements for police officers; provides that no person shall be a paid member of any police force that does not reside in the political subdivision or municipal corporation of the state for which they shall be chosen for one year prior to being appointed and continues to reside therein.
