Increases the efficiency of the disbursement of appropriations and grants by requiring they be paid using electronic transfer with dual verification methods.

Requires electric utility corporations, energy services companies and municipalities to provide an itemized breakdown on all monthly bills detailing infrastructure costs, contributions to the New York Power Authority, and other public utility investments.
Prohibits the passage of bills by the legislature between the hours of midnight and eight o'clock a.m. unless 2/3 of the legislature is present; requires two-thirds approval for messages of necessity.
